The witness's name was Henric Dove.
He was seventy-three years old and lived in the river quarter in a narrow house that leaned slightly toward the canal, and he had been a junior records clerk in the Royal Council Office in the twenty-third year of the current charter when Order 47 had been drafted, processed, and sealed. He had filed the paperwork himself. He had also, at personal risk, filed a separate complaint through a channel that was supposed to be independent of the Council's oversight and that had turned out not to be.
The complaint had been suppressed. He had been reassigned to a records position so minor it barely constituted employment. He had kept his head down for forty-seven years and had apparently been waiting, in the patient way of people who have kept their heads down for a very long time, for someone to ask.
Caelum had asked.
He sat in the barracks office after the evening report and read Henric Dove's letter for the fourth time. It was long — seven pages, handwritten in the cramped precise script of someone who had spent decades managing documents and had never lost the habit of compression and clarity. It contained names, dates, procedural details, and in the final two pages a description of the specific methods used in the dissolution of the Moonleaf Tribe that Caelum had been reading in pieces for the past hour because reading it in one sitting was not something he had managed.
He set the letter down.
He thought about Lysandra.
He had known her for approximately three months — the duration of the arrangement, from the day she had walked into his office and sat down without being invited and said I am not asking you to save me. In three months he had watched her maintain the fiction of the arrangement, maintain the health of a person she was dying to save, maintain the Resonance of a destroyed culture's last site, and maintain the appearance of someone who was entirely fine with all of these things happening simultaneously.
He had a specific word for this, which was not a compliment. It was the word that described what people did when they had been alone with something for so long that they had forgotten there was an alternative to being alone with it.
He opened his own notebook — not the official cavalry logs, the personal one — and looked at the entry from three days ago. Valerius's message: she said she wants to stay. Three words that Caelum had read six times since receiving them, each time with the specific feeling of something heavy being shifted, not lifted but moved to a position from which it was slightly easier to carry.
He thought about the mathematics of the situation. Six weeks to the Solstice. The Surge literature he had reviewed — he was not a Cadence practitioner and the technical aspects were largely beyond him, but the documented cases were clear enough in their outcomes for his purposes. The conspiracy investigation with its two-to-three week estimate for Vey moving from investigation to action. These timelines were converging with the precision of something that had been set in motion long before any of them had arrived at this particular moment.
He turned to a fresh page in the notebook and began listing what he knew about Councillor Aldric Vey.
Vey was methodical. This was the word everyone who had encountered him professionally used, with the specific intonation that meant methodical in the way that patience is weaponized — the deliberateness of someone who had learned that certainty was worth more than speed and who had forty years of results to prove the calculation. He would not move until he was certain. He would not be certain quickly.
Caelum could work with that.
He had three approaches under development. The first was the paper trail Elowen was building for the Aurelia Thorne identity — not a forgery, which would fail under serious scrutiny, but a genuine social history constructed retrospectively from real interactions with real people in the city who had genuinely encountered Aurelia Thorne as a person. The second was his own official position: any formal investigation into a participant in the court entertainment program touched the Household Guard's jurisdiction through the security apparatus, and Caelum had legitimate procedural grounds to request notification and review delay. The third was Henric Dove.
An eyewitness to Order 47 was not, by itself, a legal instrument. The statute of limitations on most of the relevant violations had long expired, and in any case the Council's self-referential structure meant that Vey would simply be one of the people evaluating any complaint about Vey. But an eyewitness in the possession of a named cavalry captain with court access was a different kind of instrument. It was leverage. The kind that Vey, who was methodical, would calculate carefully before deciding whether the action he was planning was worth the risk of what the eyewitness might say if Caelum chose to be less discreet than he currently was being.
This was, Caelum understood, the kind of work that did not appear in the cavalry's official mission documentation.
He did it anyway.
He wrote a second letter — shorter than Dove's, more structured — outlining what he intended to do with the information he had and making clear, in the oblique language of someone who understood how these things worked, that his discretion was contingent on the investigation proceeding through proper channels at a tempo that allowed proper review. He was not threatening Vey directly. He was informing Vey that the situation was more complicated than Vey had likely calculated and inviting Vey to recalculate.
He sealed the letter and considered how to deliver it.
A knock at the door. His second-in-command, Lieutenant Farren, with the expression of someone who had come to check on a superior who had been in his office longer than was usual.
Still at it, sir?
Finishing something, Caelum said.
Farren looked at the papers on the desk. That does not look like cavalry work.
No, Caelum said. It does not.
Farren, who was perceptive in the way of people who had served under someone for two years and had developed an accurate map of that person's habits and deviations from them, said: is there anything I can do?
Caelum considered this for a moment. Then: there is a residence in the river quarter. I will give you the address. I need someone to make a social visit — not official, completely informal — and confirm that the occupant is well and has not had any unexpected visitors in the past week.
Farren did not ask for an explanation. This was one of the things Caelum valued about him. Of course, sir. Tonight or tomorrow?
Tomorrow morning. Early.
Farren nodded and left.
Caelum sat for a while longer in the office with the letters and the notebook and the lamp burning low and the sound of the barracks settling into its night rhythms around him. He thought about Valerius at twelve years old, the year they had met, already carrying the weight of his mother's expectations with the specific posture of someone who had decided the weight was simply his to carry. He thought about how long it had taken Valerius to let anyone help him carry it, and how the help, when it had finally arrived, had come from a direction neither of them would have predicted.
He thought about a girl in an orange dress who had sat across from him in his office three months ago and said I am not asking you to save me, and who had been right about that, and wrong about everything else, and who had given his best friend a reason to pick up his violin.
Seven weeks, he thought. We have approximately seven weeks.
He put the letters in the drawer, locked it, and went to bed.
In the morning there would be more to do. There was always more to do. That was the thing about choosing to care for people — the doing of it did not have a natural stopping point. It simply continued for as long as the people existed to be cared for, and then it continued in the form of the having-done-it, which stayed with you in the specific way of things that had mattered.
He slept, and the barracks was quiet around him, and six weeks away the Solstice waited in its calendar position with the patience of astronomical events that did not require anyone's permission to arrive.
