The document arrived at the seventh morning bell, delivered by a kỵ sĩ she did not recognize — one of the senior staff, she assessed from the quality of his armor and the particular formality of his bearing, someone who carried official communications rather than routine messages.
She accepted it, thanked him in the precise register of someone who understood the social architecture of formal communication, and waited until he had gone before she unfolded it.
The seal was Gavin's — she had learned it over nine days of documents, the pressed impression of the obsidian eagle that served as the symbol of the Grand Arbiter's office, the wax deep black rather than the red of standard imperial correspondence. She broke it carefully, which was not a procedural requirement but a habit she had never quite lost: the habit of preserving things that might need to be examined later.
The document was formal — the language of official imperial legal process, the particular construction of bureaucratic precision that communicated everything necessary and nothing additional. She read it twice.
*By authority of the Grand Arbiter of the Valerand Empire, the witness Vivian Voss is hereby appointed to the position of Special Investigative Consultant to the Office of the Grand Arbiter, effective immediately, for the duration of the active investigation into the death of Crown Prince Aldric Valerand and any connected matters arising therefrom.*
*The Consultant shall report directly to the Grand Arbiter. The Consultant shall have supervised access to materials and locations as authorized by the Grand Arbiter. The Consultant shall operate within the frameworks and restrictions applicable to the office as detailed in the attached protocols.*
She turned to the attached protocols. Three pages of them, dense with the particular language of institutional constraint — what she could access, what she could not, the chain of authorization for anything outside the defined scope, the reporting requirements, the consequences of deviation.
She read all three pages.
Then she folded the document back along its original creases, placed it on the table, and sat for a moment in the pale northern light of her window.
A position. A title. Something that existed within his system rather than adjacent to it — not a prisoner being given temporary access, not a suspect being allowed to cooperate, but a role that had a name and a definition and a place in the formal architecture of the Grand Arbiter's office.
She was thinking about what that meant when the door opened at exactly six o'clock.
He looked the same as he always looked — immaculate, precise, the coat sitting perfectly, both gloves in place. He set the leather case on the main desk and stood for a moment without sitting, which she had learned to read as the posture he took when he was about to say something he had prepared.
"There are additional conditions," he said.
"Tell me."
He told her.
The conditions were thorough and not unreasonable: the escort requirement she already knew, the communication restriction she had expected, the authorization requirement for Dossier use on persons within the fortress that she had not specifically anticipated but that, on reflection, was consistent with the kind of systematic thinking she had been observing in him for nine days.
When he finished, she said: "You have known about the Dossier since the second day."
"Yes."
"You did not ask me about it."
"No."
She looked at him. "Why not?"
He was quiet for a moment — not the processing quiet or the deciding quiet, the particular quality of a man who was considering how much to say about something he had already thought through fully.
"Because you were using it as a tool," he said. "Not as a weapon. The results it was producing were consistent with independent verification. Demanding an explanation of the mechanism would have interrupted the work without improving the outcome." A pause. "I am setting parameters on its use now because we are in a different phase of the investigation and the stakes of an unsanctioned scan have changed."
She absorbed this. He had watched her work with an unknown system for nine days, had observed the results, had concluded that the work itself was sufficient justification for continued access, and had waited until the formal relationship required formal constraint before imposing it.
This was, she noted, a considerable amount of professional trust extended to someone he had met in a prison cell nine days ago.
She did not say this. She picked up the leather case he had set on the desk and opened it — she had done this enough times now that the gesture was automatic, comfortable, the behavior of a person who had learned where things were in a shared working space.
"The attached protocols," she said. "I read them this morning."
"I know."
She looked up.
"Aldric noted the time of the delivery and the time you called for your morning briefing materials," he said. "The gap was consistent with thorough reading of a three-page document."
She set the case back down. "I noted that Aldric writes everything down."
"I told you that was part of his function."
"I told you I wasn't asking you to change it."
He looked at her with the expression she had filed as the one he wore when she said something that was simultaneously a statement about the immediate topic and a statement about something larger. She had been collecting instances of it for several days.
"There is one more document," he said. He produced a second folder from the leather case — thinner than the first, a single page. He set it on the table between them rather than handing it to her.
She picked it up.
This one was not the formal language of the appointment document. This one was the Gray-Eyed Restriction — the foundational constraint of his office, the document that defined what a Grand Arbiter could and could not do in relation to persons under investigation or cooperating with investigation. She had read about it in the Dossier's background materials on imperial institutions. She had not read the full text.
She read it now.
The language was old — older than the other documents, with the quality of text that had been copied from a prior version rather than written fresh for current use. The restrictions were specific: no personal relationship, no preferential information sharing, no physical contact outside of documented official interactions, no deviation from the established investigative procedures in a manner that could constitute bias toward a particular outcome.
She read the physical contact clause twice.
*No contact of a personal nature, including but not limited to physical contact, exchange of personal information not relevant to the investigation, or communication outside the defined scope of the consultancy, shall be permitted between the Arbiter and any person currently under investigative supervision or consultancy arrangements.*
She set the page down.
"You are providing this to me because —"
"Because it is the framework you are operating within," he said. "And because transparency about constraints is —" He paused. "— appropriate."
She looked at the document. Then at him.
"You are going to read this to me," she said. Not a question.
A beat. "It is procedurally required when establishing a formal consultancy."
"Then read it."
He read it.
She listened and she watched, because listening and watching simultaneously was what she did and she had stopped trying to do otherwise. He read with the flat, precise register of someone reciting a formal document — each clause given its due weight, the pacing of it the pacing of institutional language rather than personal speech.
Except.
At the third clause — the one about physical contact — she heard it. A compression, barely perceptible, in the quality of his voice. Not a stumble, not an emphasis, just a fractional tightening that was the auditory equivalent of the jaw compression she had been cataloguing since the first week.
He was reading this for himself.
She understood, with a clarity that arrived not as a conclusion but as recognition — the sudden coherence of a pattern that had been assembling itself from the evidence without her formally naming it — that the document he was reading aloud was also a document he was reading internally, and that reading it internally was a form of work he had been doing since before she had arrived in his mật thất and possibly since before he had decided to schedule the hội đồng.
He finished. Set the page down.
She picked up her pen and began writing in her notes, because doing something with her hands was occasionally useful.
"You don't need to have read that to me," she said, without looking up. "I read it this morning with the protocols."
A pause.
"It is procedurally required," he said.
"I know." She kept writing. "But you were reading it differently than you read other documents." She set the pen down and looked up. "You were reading it for yourself."
The quality of the silence that followed was the one she had labeled, after nine days of collecting them: the silence of a man who has been accurately observed and is deciding whether to acknowledge it.
"That is not something I intended to be visible," he said.
"I know," she said. "But you have given me a considerable amount of honesty over the past nine days. I thought honesty should move in both directions."
He looked at her with both eyes fully present and the scan quiet — not running, just present, the particular quality of attention that was not the instrument but the person behind it.
"I was not going to acknowledge it," he said.
"I know."
"But you are noting that I am not denying it."
"Yes."
The silence after this had a different texture than the ones before it. She was aware of something having shifted in the architecture of the room — not a physical change, a relational one, the subtle reorganization that happened when a layer of careful pretense was removed and neither party chose to put it back.
He moved to his desk. Opened the leather case. Withdrew the first of the day's materials and placed it on the surface with his usual precision.
"The document carries the name Vivian Voss in the subject line," she said, as she gathered her own materials.
He paused.
"The official hồ sơ requires the legal name associated with the case," he said. "That name is Vivian Voss."
"I understand that."
He aligned the document edges against the desk surface. "The name I use is the name that belongs to the person I am speaking with," he said. "The document serves the record. That serves something else."
She looked at him.
He was already reading the first page of the materials, the amber eye focused downward, the quality of his attention returned to the work. As though the previous thirty seconds had been a parenthesis rather than a statement.
She turned to her own materials.
She did not name, to herself or to him, what it was that the document served and what it was that the name served instead. But she kept both things, carefully, in the category that was becoming the most significant one in her internal evidence map of the man across the desk from her.
