The message from Naomi Kisaragi arrived on a Tuesday afternoon.
Rina was in the archive, cataloguing a section of harbor district photographs from the nineteen seventies, when her phone buzzed. The message was brief: Naomi Kisaragi, Creative Strategy Director, Mirai Axis. She would like to meet. At a time and place of their choosing. She had something she believed was relevant to the investigation.
Rina read the message twice. Then she called Toma.
He answered on the second ring.
"Naomi Kisaragi wants to meet with us," she said.
A pause. "I see."
"She says she has something relevant."
"She's been in the building for fifteen years," he said. "She would have something relevant."
"She sent it to me. Not to you."
Another pause. She heard him thinking through the implications of this — the choice Naomi had made to contact Rina rather than Toma, and what that choice communicated about how Naomi understood the situation.
"When?" he said.
"Whenever we choose. She said our timing."
"That's deliberate," he said. "She's putting the control with us."
"Yes."
"Thursday," he said. "I'll let you know the place."
---
The cafe he chose was in the harbor district, four blocks from Rain Archive. She understood the choice — proximity to the place where the investigation had begun, in the territory that Akio had documented, on ground that was theirs in the particular sense that they had learned it from the inside.
Naomi arrived on time, which was itself a statement. People who were uncertain arrived early or late. People who had made a decision arrived when they said they would.
She was fifty-one or fifty-two — it was hard to tell from the photograph and the reality did not resolve it cleanly. She had the quality of someone who had been managing things for a long time: efficient posture, direct gaze, a way of sitting that said she was present without needing to take up more space than her fair share.
She looked at Toma when she sat down, and in the looking was something Rina recognized from the photograph: the flicker of recognition, the reconciliation of the person in front of her with the person she remembered from the image of a man twenty-five years younger.
"You look like your father," she said. "Around the eyes."
Toma said nothing. He had entered his maximum-reception mode — Rina knew this expression, the one that meant he was gathering everything before he decided anything.
"You found the map," Naomi said to Rina.
"Yes."
"In the geography club room at Seika."
"Yes."
"He told me he had put something there. Long ago. He was careful about specifics." She looked at her tea. "He had reason to be careful with me."
Rina waited.
"I made choices," Naomi said. "That he did not agree with. I am not going to pretend otherwise or explain them in ways that reduce my responsibility for them. I went to work for the people he was documenting. That is what happened."
"Why are you here now?" Toma asked.
The question was precise and unvarnished. Not hostile — he was never hostile when he could be accurate instead — but also not softened by social courtesy. Just the actual question.
Naomi looked at him steadily. "Because I watched him give testimony," she said. "Your father. In the hearing chamber. And I thought about the photograph — the one you found, I assume, or one like it. I was there in the beginning. I knew what he knew. I made a different choice. For fifteen years I made the same different choice."
She reached into her bag.
"The legal filing is a delay tactic," she said. "Renji knows the server record will eventually be admitted. What he is trying to do is outlast the public attention, wait for another news cycle. He has done this before." She placed a USB drive on the table. "These are emails. Sent to me directly, in my capacity as director. They document the strategy Renji has been using for the investigation — including instructions that indicate the maintenance schedule change was deliberate."
Rina looked at the USB. Then at Toma.
He was looking at Naomi.
"Why not give these earlier?" he said.
She was quiet for a moment. "Fear," she said. Simply. Without the hedging that would have made the word easier to say. "Old fear. The kind that becomes habit."
"And now?"
"Now it is not the kind of fear that is enough reason," she said. "I have been in that building for fifteen years. I know what it is. I knew what it was before I went in." She looked at the USB on the table. "I am not asking for absolution. I am not asking for anything. I am giving you what I have because it is the right thing to do and I have been not doing the right thing for a long time."
Toma looked at her for a long moment.
Then he picked up the USB.
"Thank you," he said. Two words, in the register he used for things that were real but not yet fully processed.
Naomi nodded.
They paid for their drinks. She left first, back through the harbor district streets into whatever the rest of her life was now.
Outside, Rina and Toma stood on the pavement in the afternoon light.
She said: "She came."
He said: "Yes."
She said: "That matters."
He said: "Yes. I don't know yet how much. That will take time to determine." And then, very quietly: "My father chose not to trust her for fifteen years. I don't know that he was wrong to."
"No," she said. "But she came now."
"Yes," he said. "She came now."
They walked toward the transit stop. The harbor was to the south. The city moved around them in its ordinary afternoon way, full of its ordinary business, the argument it was having with itself ongoing in the background of everything.
She thought: another piece.
She thought: the pattern is becoming complete.
She thought: it is not complete yet. But more complete than before.
She walked beside him.
The USB was in his pocket.
Somewhere across the city, Mei was working.
Somewhere, Haru was looking at metadata.
Somewhere, Akio was doing whatever he did in the afternoons now — she had started to understand that he had a rhythm to his days that was different from the system-building isolation of before. More human-paced.
Somewhere, the investigation was still moving.
She thought: all of this at once.
She thought: yes.
She thought: that is what it looks like when things are real.
She walked.
The city went on around her.
She was part of it.
She was very glad to be part of it.
She was home.
All of it.
The whole of it.
Every ordinary and extraordinary piece of it.
She kept walking.
She thought about Naomi Kisaragi on the train home.
Not with judgment — she had been trying, in the months since the autumn, to hold the complexity of people without reducing them to the single decision that defined them in any given moment. Naomi had made choices she regretted. She had come forward when it mattered. Both things were true simultaneously, and the weight of each against the other was not Rina's to determine.
She thought about the photograph. The twenty-five-year-old Akio, the group of colleagues, the moment before anyone in the image had fully understood what they were part of.
She thought: we all start somewhere.
She thought: the question is what you do when you find out what you're part of.
Naomi had spent fifteen years making one answer. She was making a different one now.
Rina thought: that is something.
She thought: it is not everything. But it is something.
She messaged Akio through Toma: *We met with Naomi Kisaragi today. She gave us emails that document Renji's strategy. I thought you should know.*
Akio's reply came through Toma several hours later: *I know she made different choices. I am glad she came.*
She read this and thought: yes.
She thought: that is what grace looks like.
She thought: I am learning about that too, this year.
She put her phone away and looked out the train window at the city moving past. The harbor district, the residential streets, the elevated rail line with its ghost spur visible if you knew where to look. All of it present. All of it hers to know.
She thought: the USB will help.
She thought: the emails will help.
She thought: Naomi deciding to come is itself a kind of evidence — evidence that the story has weight, that people inside the system are choosing to break from it.
She thought: that is also important.
She thought: yes.
She rode the train home through the summer city.
Toma met her at the station.
She had not asked him to. He had come anyway. This was, she had understood for some months, simply the shape of how he moved through the world when she was in it: positioning himself where he might be useful, without making it a declaration.
She thought: this is his language.
She thought: I am fluent in it.
She thought: I am going to be fluent in it for a long time.
"How did it go?" he said.
"She came," she said. "She gave us what she had."
"Good."
"She didn't ask for anything in return."
He thought about this for a moment. "That's harder than coming with conditions."
"Yes," she said. "I think it was."
They walked home together through the summer evening, the city ordinary around them, the USB in Toma's pocket, the investigation still ongoing, everything still in motion.
She was glad.
All of it.
The whole complicated difficult real ongoing everything of it.
She was glad.
The work continued in the way work continued when it was real — not with dramatic forward motion but with the quiet accumulation of days, each day adding something small to the record, the record growing in the way that things grew when they were being attended to rather than forced. She had learned this kind of attention over the year. The slow kind. The kind that did not require urgency to sustain itself.
She thought about the city as she walked home through it in the evenings. The official version and the hidden version, both present simultaneously. She had learned to read both. She was still learning. She thought she would always be still learning, which was the right state for someone who had decided to do this work for a long time.
Toma found her in the archive one afternoon with a question about a notation she had been trying to decode. He sat across the table and explained it in the methodical way he explained things, starting from the principle and working outward. She took notes. She asked questions. He answered them. This was the shape of their collaboration — his structure and her spatial intuition, working together toward something neither could reach alone.
She thought about what it meant to build a record. Not to prove something to a court — that was part of it, but not the whole. To say: this existed. This was real. These people were here. The city was this shape at this time, and even if the shape changed, the fact of it having been this shape remained in the record for anyone who came later and needed to know.
Mei's work continued in parallel with hers — the journalism and the heritage studies, two different approaches to the same fundamental question: what happened here, and why does it matter, and who gets to decide whether it is remembered. She thought about the complementarity of those approaches. The investigation that exposed the wrong and the archive that preserved what was right about what had existed.
She walked home through the autumn city and thought about the year that had passed and the years ahead. The work was not done — it would not be done in any finite way, because cities did not stop arguing with themselves and there would always be things worth preserving and people who needed someone to say: this was real, this matters, this deserves to be in the record.
She was that person. She had chosen to be. She was going to keep choosing it.
She was glad.
She was very glad.
All of it.
The whole of it.
She kept going.
