The publication existed as a physical object on the first Thursday of April.
Not the final version — the draft, printed on the studio printer in sections and assembled on the large table, the whole thing laid out in sequence for the first time. But physical. Tangible. The thing they had been building for four months visible in a form that could be held.
Noel had spent two evenings on the layout of this draft. She could see the work in it — the precision of the margins, the specific relationship between the photograph scale and the drawing scale, the way the pages turned from one register to another without jarring. He had designed it as argument and as object simultaneously. The thing felt considered.
She had brought Thorne's section printed and ready to slot in. He had revised it twice since January, tightening the historical argument, adding a section on Clare specifically — not just the accident and the inquiry but the work, the plans, the specific vision. He had asked Anwen to review that section. Anwen had made four amendments. He had accepted three and respectfully declined the fourth with a footnote.
The fourth was about the inlet. They had agreed to disagree on the tidal reach of the original waterline and had noted the disagreement in a footnote, which felt right to Mira — the argument in the text, the productive disagreement in the margin.
Clare would have appreciated a footnote.
She looked at the full laid-out publication. Forty-eight pages. Photographs, spatial analysis, historical documentation, Clare's drawings in sequence — her drawings and then the Clare sequencing of the bay photographs, the two versions of the same argument visible within the same publication.
She thought: we made this.
---
Thorne arrived at three. He stood at the table and looked at the full layout — not page by page, from the beginning, but taking the whole thing in first. The wide view, the shape of the argument.
He was quiet for longer than usual.
She watched him the way she watched things she needed to document. Not with the camera — she would photograph after, when the moment had settled — but with the specific attention of someone building the record in real time.
He reached the page where Clare's drawings appeared alongside the February bay photographs.
The section drawings — the slope from road to water, the planted band, the access points. Alongside them: her photographs of the current shoreline, the service road, the water in February light.
What was there and what had been imagined.
He looked at that page for a very long time.
She did not say anything.
Noel, to her left, was quiet too.
Thorne turned the page. He kept reading. He reached the end — the Clare sequencing, the bay from the water looking toward the city, the argument reversed — and he set the document down.
He said: "This is the right thing to have made."
She exhaled.
"Yes," Noel said.
She thought: eleven years from the stopped watch to this page. Thorne standing at a table in a studio looking at Clare's drawings in a designed publication alongside photographs of the bay she had wanted to open to the city.
Not the investigation. Something after the investigation.
The work outlasting the person and finding its continuation.
---
She photographed the three of them.
She set the camera on the timer function, propped it on a shelf, framed the shot. The three of them at the table with the publication laid out between them. Thorne on the left, Noel on the right, her in the middle. The publication visible between them.
She pressed the shutter.
She looked at the frame on the screen afterward. The three of them, the work between them.
The photograph of the team that had built this.
She had been documenting the investigation team since October. She had a frame of Noel at the library table, of Thorne at his desk with the map, of Adrian with his laptop. Individual moments. But not the three of them together, with the thing they'd made.
She had it now.
She added it to the record.
---
The walk home.
The April campus was doing what April campuses did — the term building toward its end, the quality of things being in their last weeks before the structure changed again. She and Noel walked the familiar route, which had not changed in eight months.
"We made something real," he said.
Not the investigation. She heard the distinction in how he said it. The investigation had been necessary. This was chosen.
She looked at him.
"Yes," she said.
"The investigation was what had to be done," he said. "Clare was named because the investigation was done. The bridge will be fixed because the investigation was done." He paused. "But the publication — we didn't have to make it. We chose to."
She thought about this. About the specific quality of chosen work versus necessary work.
"The investigation was something that had to exist," she said slowly. "The publication is something that wanted to exist."
He looked at her. "Yes. That's the right distinction."
She thought about the distinction applied more broadly. What had to exist in her life versus what wanted to exist. The bridge, the accident, the coming back — those were the necessary things. The things that had created the conditions for her to be here.
And then: Celia in the yellow jacket. Thorne's office on Thursdays. Anwen's drawings. The brutalist building. The bay in February light.
The publication.
Him.
Those were the things that had wanted to exist. That had grown from the conditions the necessary things had created.
She thought: I came here because the bridge needed to be found. And then the life that wanted to exist showed up alongside the necessary work.
Both. Simultaneously. The necessary and the wanted.
She thought: that's the palimpsest. Not just the city. The life. All the versions present at once.
She raised her camera and took one more frame — him, walking, the spring campus behind him, the publication draft under his arm.
The record of the day they'd held what they'd made.
She filed it.
She was glad for all of it — the necessary and the wanted, both at once, the whole complicated real life of a year she had not expected to become what it had become.
She was glad.
She walked beside him toward the campus, and the April light was doing its April thing, and the record was growing, and she was still here.
Still here.
Still making the life she had not known she was coming here to make.
Still glad.
She developed the publication session roll that evening.
Twenty-nine frames. The publication laid out on the table. Thorne at the Clare drawings section — she'd taken three frames of his face while he looked at that page, each slightly different, the whole weight of eleven years in the expression. Noel annotating his own spatial analysis with a pen, immediately, without waiting. The three of them at the table.
She made prints of six. The three-of-them frame she printed large — eight by ten, the full detail visible, the publication between them.
She pinned it to the documentation wall.
The record of the team that built this.
She stood in the darkroom and looked at it. Then she looked at the full wall — eight months of documentation, bridge and bay and people and publication.
She thought: I have been building this all year without knowing it would be the record I needed.
She thought: I knew it would be the record I needed. Not consciously — but the instinct was there from the first week. The investigation notebooks and the personal notebooks and the photographs and the archive sessions. All of it.
She thought: I have been a documentarian for longer than I've been calling myself one.
She turned off the darkroom light.
---
The next week she asked Noel to bring the publication draft to the bay.
Not to show anyone — just to have it there. To have the work in the place it was about.
They went on a Thursday afternoon, the April bay grey-green rather than winter-grey, the first suggestion of spring color in the vegetation at the water's edge. She had her camera. He had the draft in his bag, rolled in the protective tube he used for the layouts.
At the water's edge she said: "Take it out."
He unrolled the draft on the flat concrete of the maintenance road — the same concrete that appeared in the February photographs, the access point that Clare had imagined. He weighed the corners with stones from the water's edge.
She photographed the publication on the ground it was about.
The bay in the background. Clare's drawings visible in the open section — the slope, the access point, the planted band. The water beyond.
The document and the place.
She took twelve frames.
He watched her work. She could feel his attention, the specific quality of it.
When she'd finished, he rolled the publication back into its tube. She lowered the camera.
"Why?" he said.
"Because the publication needs to know the place," she said. "And the place needs to know the publication exists." She looked at the bay. "Clare made drawings for this specific geography. The publication holds those drawings. It should have been here."
He was quiet for a moment. "Yes," he said. "That's right."
She thought about the palimpsest — the city holding all its versions at once. Clare's drawings from before. The current state. The publication that held both. All of it present simultaneously at the water's edge.
She thought: the bay already knows. The geography holds all the versions. The publication is just making it visible to people who haven't learned to read what the place holds.
She thought: that's what documentation is for.
She said: "She would have stood here."
"Yes," he said.
"Looking at the city and thinking about how to turn it around."
"Yes."
She raised the camera one more time and took a frame of him — standing at the water's edge, the maintenance road, the city behind him. The place he was going to spend his career on.
He turned at the shutter.
She didn't say anything.
He didn't ask.
The April bay moved around them, and the publication was in its tube under his arm, and they were at the water's edge of a city they were both going to stay in, and that was enough.
That was more than enough.
She was glad she had the camera.
She was glad she was still here to use it.
She wrote in the notebook that night: *Publication draft. Thorne at the Clare drawings page. Noel annotating immediately. Three-of-us photograph. Publication at the bay.*
She wrote: *He held the publication at the water's edge. He knows why. He always knows why.*
She wrote: *This is the shift from mission to desire. The investigation was what had to be done. The publication is what we wanted to do. I didn't know I was coming here to want things.*
She paused.
She wrote: *I thought wanting was the problem. The rules were about managing what I wanted — keeping it from interfering with what had to be done. But the wanting was never the problem. The wanting was the whole point.*
She wrote: *The wanting is what made the investigation possible. I wanted justice for Clare, for Thorne, for the people who would cross that bridge. I wanted the bridge to be safe. I wanted the investigation to work.*
She wrote: *And I wanted him. And I wanted the bay project. And I wanted the publication.*
She wrote: *All the wanting was the same energy, going in different directions.*
She looked at what she'd written.
She wrote: *I should have known that sooner. But I know it now.*
She closed the notebook.
The April city was outside, doing its spring thing. The bay was out there. The publication was in its tube somewhere in his apartment. The record was growing.
She was in the wanting, and the wanting was good, and she was going to stay in it.
That was the practice now. Not just the re-encoding. Also this: staying in the wanting.
She was going to stay.
---
The following week, she added to the publication.
A single page, not in the main text — a colophon at the back. Brief, factual, the kind of text that recorded what the document was and how it had come to be.
She wrote it herself, but showed it to Thorne and Noel before adding it.
It said: *This publication was made in Lorien Bay during the academic year, by a team working at the intersection of photography, urban design, and architectural history. The bay district documentation was informed by original plans made by landscape architect Clare Harlow Thorne for the same geography, held in archive for eleven years by her colleague Dr. Anwen Price. The publication dedicates its bay district argument to Clare Harlow Thorne, who was working on the question of how a city faces its own water when she died.*
Thorne read it twice. He said: "Yes." That was all.
Noel read it and made one suggestion: change *working on the question* to *still working on the question.* The present tense. As if the question were still open.
She made the change.
The publication had Clare's name in the colophon.
It had her work in the body.
It had her sequencing in the appendix.
She was in the publication. The work had outlasted the person.
That was what documentation was for.
That was why she had a camera.
She photographed the colophon page. One frame. Clean, in focus, the text readable.
She filed it in the record.
She was glad she was here to make it.
Noel, when he'd read the colophon: "The present tense was the right choice."
She had agreed. The question was still open. Clare had been working on it. Now three other people were working on it. The question continued even when the person who first posed it was gone.
She thought about the investigation — the question had been: *what happened and who was responsible?* That question had been answered. The formal record held the answer.
The bay district question — *how does a city face its own water?* — was not answered yet. It was still being asked. The publication made the question visible. The answer was for the city to decide.
Questions that outlasted the people who asked them. Questions that waited for the next people to pick them up.
She was good at picking up questions.
She was going to be here to keep picking them up.
She added to the re-encoding log: *April, second week. Good week. Publication colophon written. Present tense. Clare still working on the question.*
She added: *The present tense is the right choice for everything I'm doing. Not what I remembered. What I know. Both at the same time.*
She put the log away.
She picked up her camera.
She went to photograph the bay one more time in the April light, which was different from the February light and the March light and would be different again in May, and the record was growing, and the city was still out there waiting to be documented, and she was still here to document it.
Still working on the question.
Still here.
She walked to the bay that April afternoon and stood at the water's edge and thought: I have been here in winter and early spring and now proper April, and every time the light is different and every time the bay is the same — the same water, the same city turned away from it, the same question Clare was asking.
She raised her camera.
She took twelve frames of the April bay.
She would be back in May. And June. And however long she was here, she would keep coming back, and the record would keep growing, and the question would keep being asked.
The present tense was the right choice.
She was still working on it.
She would be for a long time.
She developed the April bay roll that evening. Twenty-eight frames, all clean. She made four prints — the water at low angle, the service road, the maintenance concrete, and one frame looking south toward the bridge district, the bridge visible in the distance.
The bridge was still standing. The formal finding was in effect. The remediation had been ordered. Somewhere in the city's maintenance schedule, the work was being planned.
She looked at the frame of the bridge in the distance.
She had been photographing that bridge for eight months.
She would photograph it differently after the remediation. The same geometry, different record. The bridge as it was after the correction. She wanted that frame.
She was going to be here for that frame.
She pinned the four April bay prints to the documentation wall.
Bay district section, growing: December, January, February, March, April. The seasons of the project visible in sequence.
She was going to have May and June and beyond.
The record would show the progression.
She turned off the darkroom light.
She went home.
She texted him: *Good day. Bay photographs. Four prints.*
He replied: *Good. Tomorrow, archive?*
*Yes*, she wrote. *Ten o'clock.*
*Ten o'clock*, he wrote.
She put her phone down and sat at her desk and looked at the notebooks — the record, growing — and thought: I am still making the life. Every day, the same practice. The bay and the archive and him and the record and the present tense.
Still working on the question.
Still here. Still glad. She was still glad, and the record would hold that too. That was the whole of the practice: hold what you have, record what you're glad for, keep coming back.
