The letter from the city inspection authority arrived while Adeline was eating breakfast, which she had been doing standing up at the workshop counter because sitting down for breakfast implied a relationship with morning that she did not currently have time to maintain.
She read it once, standing, with a piece of bread in her left hand. Then she read it again with the bread still in her hand but her attention on the letter. Then she set the bread down.
The citation was for seventeen violations of the Municipal Safety Code for Mechanical Production Facilities, ranging from inadequate fire suppression infrastructure to improperly stored volatile materials to the presence of unauthorized structural modifications. The inspection was scheduled for nine days hence. The letter was signed by an official of the city inspection authority and co-filed by the Florentine Perfumers' Guild in its capacity as a regulatory body with jurisdiction over facilities producing or storing volatile chemical compounds.
She knew every violation cited. She knew every violation was false, which was to say, technically derivable from the regulatory code through a sequence of interpretive steps that no inspector applying the code in good faith would take, but technically derivable nonetheless. Someone had spent time with the municipal code looking for leverage points. Someone had found seventeen of them.
She also knew that nine days was exactly enough time to generate maximum disruption to her production schedule without giving her enough time to mount a comprehensive legal challenge before the inspection occurred.
She put on her coat — the good one, the dark green, with the internal pockets — and went to the workshop to inform her three employees that she would be dealing with a bureaucratic matter for the next several hours and that they should proceed with the housing assembly. Then she walked to Raymond's.
She did not use the side entrance. The side entrance was for three-in-the-morning visits and for times when being seen mattered. This was daytime and she had made a decision about what she was doing here and she was going to enter through the front door.
He answered on the first knock, which meant he had been near the door, which probably meant he had heard her coming.
"I need to pause the integration work for the next two weeks," she said, before he could speak. "The Guild has filed a safety inspection citation against the workshop. I need to focus resources on the legal response."
She handed him the letter.
He read it standing in the doorway, and she watched his face not change in the way it usually didn't change, and she waited for the agreement. She had already thought through what she would do with two weeks: she could advance the mechanical architecture work on elements that didn't require integration with his compounds, she could refine the governor calibration, she could begin prototyping the second-stage housing that they had been deferring.
"No," he said.
She looked at him.
"Pausing is what they want," he said. "Pausing gives Viviane time to consolidate with Leonard, gives the Guild time to file supplementary citations, and signals to anyone watching that the pressure is working." He handed the letter back. "We don't pause."
"I have seventeen citation items to address, Raymond. I can't run integration tests and mount a legal defense simultaneously with the same resources."
"You're not doing the legal defense."
"I am absolutely doing the legal defense. It's my workshop."
"Your workshop, yes." His voice had the particular edge it got when he was certain of something and was finding her resistance inefficient. "And your workshop is currently the critical path item for the entire project. If you spend the next two weeks on legal filings, we lose the integration window, and the Exposition becomes unreachable regardless of how the inspection resolves."
"And if the workshop is shut down?"
"It won't be. Not if the response is filed correctly." He was not moving from the doorway, which she was beginning to find annoying. "The Guild is using the Municipal Code as a proxy. The Municipal Code has seventeen violations because whoever searched it was thorough. It also has seventeen corresponding exemption clauses for established manufacturing facilities with historical operating precedent, none of which your workshop lacks."
"You've read the Municipal Code."
"I've been expecting this for three weeks."
She stared at him. The information reconfigured itself in her mind — the three weeks, the expectation, the implication — and she felt the thing that she usually felt when the reconfiguration happened: a complex emotional response that she did not currently have time to process and that she would put in the place she put things that required later processing.
"You were expecting this and you didn't tell me," she said.
"If I had told you, you would have begun preparing a defensive response before the citation arrived, which would have signaled to Viviane's people that we had advance intelligence, which would have burned the source."
"What source?"
"The Guild has a records clerk who owes me a professional courtesy. Past tense — the courtesy has now been discharged." He turned back into the hallway. "Come in. The filings are on the secondary bench."
She followed him inside and found on the secondary bench a stack of documents that represented, she estimated, approximately forty hours of work. Counter-filings. Precedent citations. A surveyor's assessment of the workshop, dated three weeks ago, finding it in full compliance with current municipal standards. A letter from the city's chief mechanical engineer, a woman named Bruni who Adeline knew slightly and who apparently knew Raymond well enough to provide an expert attestation on short notice.
She looked at the stack. She looked at Raymond, who was standing with his arms crossed and the expression he wore when he had done something he was not going to apologize for.
"You should have told me," she said.
"Yes," he said, without qualification. "I should have. I made a tactical decision that I believed was correct and that was also, separately, wrong."
The two things — the tactical correctness and the wrongness — coexisting in the same statement, held there without collapse, without the usual rhetorical maneuver of letting one displace the other. She had not expected that.
"If you'd told me," she said, and then stopped, because she was going to say *I would have refused to let you help* and she was not certain that was entirely true anymore and she was not certain she wanted to find out right now which version of herself was going to answer.
"I know," he said.
"The Bruni letter," she said, picking it up, reading it. "She's very specific about the historical exemptions."
"She's very good."
"You're going to tell me how you know her."
"Eventually." He moved to the primary bench. "The integration test is scheduled for this afternoon. Unless you're planning to continue being angry at me for the next four hours, in which case we can reschedule."
Adeline set down the Bruni letter. She looked at the stack of documents that represented three weeks of preparation she had not known about, and the forty hours of work she had not asked for, and the specific shape of a person who had, apparently, been anticipating her problems and preparing responses to them in the time before they arrived.
The phantom smoke appeared. Stronger than she expected. And then — almost immediately, in the way it almost never did — it faded.
"I'm not angry," she said, which was not entirely true. "I'm — recalibrating."
"The integration test."
"Yes," she said. "The integration test."
