The Covenant was ratified at the end of the tenth week.
Both cities' full councils had reviewed the final draft and had, with a small number of modifications that had been incorporated through the working group's final revision process, approved it. The ratification occurred simultaneously — this had been a specific condition, insisted on by the Nocturne council and agreed by the Meridian council, as a signal that the Covenant was genuinely a joint document rather than a Meridian document that Nocturne had been invited to sign.
The ceremony was simple. She had insisted on this: no crystal hall, no assembled houses, no performed grandeur. Two tables, in two cities, both cities' working group representatives and council members present at each. The documents signed simultaneously via a timed signal through the convergence relay.
She was at the Meridian table. He was at the Nocturne table.
When the signal came, she signed her name to the Covenant.
Not as Lady Aveline Corvayne, heir to House Corvayne, designated fiancée of House Veyr. As Aveline Corvayne, member of the Meridian-Nocturne working group, co-author of the Covenant, person who had done the work.
The difference was not visible in the signature. It was entirely real.
After the ratification, the two tables' representatives held a joint session via the convergence relay — one of the stable windows that was long enough for an extended conversation. The session was for any final matters that needed to be discussed before the Covenant's provisions took effect.
There were no final matters. Everything had been discussed.
The working group members from both sides used the time to simply be in contact — to talk across the relay without an agenda, which was a different quality from all the previous sessions. She listened to the conversations and thought: this is what it sounds like when people from two cities begin to know each other. Not the formal exchange. The informal one.
She thought: the formal documents are necessary. They are not sufficient. This — the informal exchange, the people knowing each other as people — is the other necessary thing.
She thought: the Covenant will outlast us. The relationships will also outlast us, in the way that things you teach other people outlast you, passing forward.
After the session, Julian found her in the Meridian conference room.
He said: "It's done."
"Yes," she said.
"How do you feel?"
She thought about this. How did she feel. She had been doing the work for so long, with the specific quality of sustained effort that did not allow much room for feeling while the effort was ongoing, that the question of how she felt required a moment's actual attention.
She thought: I feel like I have done something that needed to be done and it was done correctly and it is done.
She thought: I feel ready for the next thing.
"Good," she said. "I feel good."
He nodded. "Me too."
They stood in the conference room for a moment, looking at the empty tables. The document cases were being gathered by the administrative staff. The Meridian council members were dispersing. The convergence relay was closing down.
She thought about the previous Accord — the one with two layers of ink, the one she had read on page thirteen under a projector lamp at half past eleven in the dark of her room, the one that had been built to stabilize one city by diminishing the other. She thought about signing it with the override symbol in her name. She thought about the ceremony where it had been dissolved.
She thought about all the distance between that document and this one.
She thought: we did not save the old system. We replaced it with something better. That is different from saving.
She thought about the title she had been given, in the early weeks — the fiancée between two skies. She had not chosen it. She had been placed in it by the mechanism's design.
She thought: I am still between two skies. But now I am there by choice, in the specific way of someone who chose to understand both rather than being required to be the connection between them.
She thought: there is a difference. The difference is everything.
She said to Julian: "The preservationist fund in the northeast district. Has it been arranged?"
"The first payment goes this week," he said. "I am going to Nocturne on Thursday to see how they will use it."
"Good," she said.
He looked at her. "You are going to be in Nocturne a great deal," he said. "Going forward."
"Yes," she said. "I am."
"I'll need to understand it well enough to be useful there."
"You already do," she said.
He considered this. "I am getting there," he said. "Incrementally."
She thought: yes. Incrementally. That is how all the getting-there happens.
She left the conference room and walked out into the Meridian afternoon. The sky was silver-blue with the violet edge that was simply the sky now, the ordinary sky, the sky of a city that had been learning to see itself clearly for ten weeks.
She thought: the Covenant is done. The Institute is under construction. The recovery is proceeding. The historical record is being built. The two journalists have their full access and their full mandate.
She thought: I have done the things that needed to be done.
She thought: now I am going to do the things I want to do.
She thought about Thursday. About Nocturne. About the northeast district and the reading list and the silver-leaved plants and all the ordinary Thursdays ahead.
She thought: yes. All of those.
She walked home through the city under both skies and thought: the after is good. I am in it. Every day I am more fully in it.
She thought: exactly as it should be.
He was waiting when she crossed on Thursday.
Not formally — he was at the workspace, doing what he did every morning, reviewing the overnight field data. But there was tea. At the right temperature. Because he paid attention to what she needed before she named it, which was a thing she had come to trust.
She looked at the data. The overnight readings were the best they had been since the beginning.
"The Covenant ratified yesterday," she said.
"I know," he said. "I was there."
"How did it feel on your side?"
He thought for a moment. "Like something finally officially becoming what it had already been for weeks," he said. "We had been living the Covenant's principles before it was ratified. The ratification made it formal." A pause. "But formal matters. It means it holds beyond the people who built it."
She thought: yes. That is exactly right. The formal matters because the formal outlasts the personal.
She said: "I want to spend more time here."
He looked at her.
"Not just Thursdays," she said. "More than that. I want to understand the city the way I understand Meridian — which is to say: deeply, over time, with the specific knowledge that comes from daily life rather than visits."
He was quiet.
"I don't know exactly what that looks like practically," she said. "My family is in Meridian. The Institute is in Meridian. The working group is in both cities." She paused. "But I want to work toward more time here. If that is—" She stopped.
"If that is what?" he said.
"If that is welcome," she said. "If that is what you want."
He looked at her steadily. The expression she knew entirely. "Yes," he said. "It is what I want. Very specifically."
She thought: yes. I thought so. But I asked.
She thought: I will always ask. That is how this works.
She said: "Then let's figure out what it looks like."
They spent the morning at the workspace reviewing field data and talking about logistics — which was both very practical and, she thought, a fundamentally romantic way to spend time with someone: planning a future together, in the specific medium of which days and how the crossing windows aligned and what the Institute would need from her that could be handled remotely versus in person.
She thought: this is what building a life together looks like when you are both people who take logistics seriously. Not less romantic than the other version. Different. More real.
He said, at one point: "I would like to show you something. On the east side of the city — there is a building that I have been watching for three weeks. It was at forty percent presence when the mechanism stopped. It is now at seventy."
She looked at him. "It recovered thirty percentage points in three weeks."
"Yes. It is an outlier — the average rate is much slower. But this specific building's position in the field gradient, the way the resonance is flowing in that district, has allowed it to recover faster." He paused. "I have been watching it every day. I wanted to share it with someone and I was waiting until it was worth showing."
She thought: he waited until it was worth showing. He was saving it.
She thought: that is the specific quality of someone who pays attention to what they are looking at and knows when to bring you to see it.
"Show me," she said.
He showed her. The building was in the east district, mid-height, the kind of building that had been solid once and had lost its upper floors to the mechanism's draw over decades. The lower four floors were entirely present. The upper three were — not back, not quite. But seventy percent. Visibly more present than the other buildings around them.
She stood in front of it for a long time.
She thought about the school. About the timeline. About five years or ten, the range that had been offered. She thought about standing in front of this building in ten years and seeing it at full presence.
She thought: I will be here for that.
She thought: that is a choice. I am making it.
She looked at Caelan.
"I'll be here when it's back," she said.
He looked at her. Then at the building. Then at her.
"Good," he said. "So will I."
They walked back through the east district together, through the violet-sky afternoon of Nocturne, and she thought about all the buildings that were recovering and about the ones that were still fading and about the long work of monitoring and documenting and being present for all of it, and she thought: I want to do this work. I want to do it specifically.
She thought: I am not between two skies anymore. I am under both of them. That is different. The between is over. This is just: both. Simultaneously. Mine.
The next several weeks established what the rhythm was going to be.
Tuesdays and Thursdays and Fridays in Nocturne, Mondays and Wednesdays in Meridian, weekends alternating. Not every week — the work did not always permit it, and there were weeks when the monitoring required her to be physically at the Meridian station and weeks when the Institute construction required her presence. But as a pattern, as the general shape of her life, it was that.
She was learning Nocturne. Not in the systematic way she had learned the Engine field data — she had done that already and could do it anywhere. She was learning it the way you learned a place from inside it: the market district's rhythm, the quality of the light in the northeast, the specific way the transit system ran differently from the sky-rail, the places where the recovery was visible and the places where it was still going to take time.
She was learning it alongside him.
This was different from learning it on her own. Not better — the kind of learning that came from walking through a place alone had its own quality. Different. The kind of learning that came from someone showing you what they noticed, and you showing them what you noticed, and the combined picture being richer than either one of you would have built alone.
She thought about the letters — his to her mother, her mother's to him. Twenty-two letters exchanged over two years, building a shared technical vocabulary across an impossible distance. She thought about what it had done for both of them: the specific discipline of explaining your thinking to someone who was not in the room, who could not see what you were pointing at, who could only work with what you wrote.
She thought: we are doing something different now. We can show each other directly.
She thought: both modes are valuable. I understand the letters better now that I have the direct version.
On a Thursday in the eleventh week, walking through the northeast district after a morning at the workspace, she said: "I want to learn the engineering here. The specific Nocturne variant. It's different from the Meridian system and I have been working around the differences without fully understanding them."
He looked at her. "I can teach you," he said.
"I know," she said. "That's why I'm asking."
He thought for a moment. "It will take time," he said. "The Nocturne variant developed independently for sixty years after the original shared system split. Some of it is simply different notation. Some of it is genuinely different approach."
"I have time," she said.
"You keep saying that," he said.
"I keep meaning it," she said.
He looked at the city around them. At the buildings and the violet sky and the specific quality of a place he had been working to protect for years and which was now, slowly, beginning to recover.
"All right," he said. "We'll start with the notation. It's the most different. Once you have the notation, the rest becomes more legible."
"Good," she said. "When?"
"Tuesday," he said.
"Tuesday," she agreed.
She thought: another Tuesday. Another specific thing to learn on a specific day. Another ordinary accumulation of days that were each, individually, worth having.
She thought: this is the texture of learning someone. Not the dramatic moments. The regular lessons. The notation that is most different. The Tuesday after Tuesday.
She thought: I would not trade this for anything.
She said: "Thank you."
He said: "You have been saying that frequently."
"You keep giving me reasons," she said.
They walked on through the northeast district. The old buildings held their presence entirely. The newer buildings in the east continued their incremental recovery. The violet sky was entirely itself above them.
She thought: I am under both skies now. I have been under both of them for months and I have learned them and I am not done learning them. I will not be done learning them for a very long time.
She thought: good. That is exactly right. That is what this should be.
On the walk back to the crossing zone, she told him something she had been thinking about.
She said: "My mother has been in contact with some of the families on the Nocturne list. The ones whose people were erased. She has been corresponding with them."
He looked at her.
"Not officially," she said. "Not for the Institute. Personally. She reached out because she felt — she told me this — that having been in The Between for nine years, having been outside the ordinary life of both cities while the mechanism was running, she had a particular understanding of what it felt like to lose ordinary time."
He was quiet.
"She wants to help them rebuild the record," she said. "Not as an archivist. As someone who understands the specific quality of what was lost."
He said, after a moment: "She reached out directly."
"Yes."
"Not through a formal channel."
"No."
He was quiet again. Then: "I will let the Nocturne families know that she is available for that. If they want it."
She thought about her mother, who had spent nine years being as useful as possible from inside an impossible space and who had come back out and immediately found the next specific useful thing to do. She thought about the quality of a person who moved directly toward what needed doing without waiting to be assigned to it.
She thought: I am her daughter. I do the same thing.
She thought: that is a good inheritance.
"She will do it correctly," she said. "She always does."
"Yes," he said. "I know."
They reached the crossing zone. The window was open — one of the longer ones, forty minutes. She was not in a hurry to cross.
"Tuesday," she said.
"Tuesday," he confirmed.
She thought: Tuesday. The notation lesson. Another specific thing on a specific day.
She thought: the life I am building is made of specific things on specific days, accumulated over time, and each one of them is worth having.
She crossed into Meridian.
The silver-blue sky opened above her. The violet was at the edges, simply the sky. She walked home through the city, which was her city, which was both cities' city, which was the ordinary architecture of a life she had chosen.

That evening she sat at the piano and played the pieces she knew, and thought about the ones she was still learning, and thought about the notation lesson on Tuesday, and thought: there is always more to learn. That is also right. That is what keeps the life interesting. Both clocks were ticking in the kitchen when she came back inside. She made tea. She read the fourth item on the reading list. She thought about Tuesday and felt, in the specific way of someone who had learned to recognize this quality, entirely content. She was exactly where she had chosen to be.
