The directive came through official channels, which was how directives always came when the people issuing them wanted to be able to say later that they had followed procedure.
It was typed on Records administration letterhead, counter-signed by two Civil Ledgers supervisors and a Vaultbinder liaison whose name Seren recognized from the commemorative rosters as someone attached to the senior House Representation office. The directive stated, in the measured language of institutional communication, that the mortality record for the High Ring transfer intake of three nights prior had been reviewed by appropriate oversight personnel and determined to contain anomalous notations inconsistent with standard Records documentation protocol. All copies of said record were to be located, corrected, and re-filed with anomalous content removed. A standardized amended version was attached.
The standardized amended version listed the cause of death as natural causes, the wrist condition as injury consistent with an industrial accident, and contained no reference to any inscriptions.
Ilyra brought it down herself, which told Seren that whoever had sent the directive up the chain wanted confirmation of receipt from someone with clearance, not just a delivery acknowledgment from the intake corridor.
“Straightforward enough,” Ilyra said, setting the directive on Seren’s desk. “You processed the original, so you’ll know where all the copies are. Amend and re-file. Make sure the intake log matches the amended version.” She said it in the tone of someone giving instructions for a task that was slightly unpleasant but clearly necessary, the tone of someone who had decided not to ask questions about the underlying situation and was communicating, through her tone, that she expected others to make the same decision.
“I’ll need access to the Mortuary Intake log as well,” Seren said. “The original entry will need to match.”
“I’ll get you a day clearance.” Ilyra was already turning to leave. “End of cycle, please. The oversight office wants confirmation.”
Seren looked at the directive for a moment after Ilyra left.
Then she got to work.
She was, as directives went, very thorough. She located every copy she had officially generated of the original record — the intake log entry, the processing confirmation, the cross-reference notation in the Marked mortality register. She amended each one carefully, matching the standardized version exactly, including the phrasing choices and the specific abbreviations used in the attached template. She initialed each amendment in the prescribed location and noted the directive reference number as the authority for the change.
She was meticulous about it. She had always been meticulous about her official documentation.
The piece of thin paper in the false backing of her center drawer was not official documentation. It had never been entered into any registry. It did not exist, from the perspective of the Records system.
She left it where it was.
In the Mortuary Intake log, the original entry had been made by Pest, who had logged it as anomalous pending specialist review per Seren’s instruction. She amended the entry to match the directive, and then she checked the intake physical file to confirm all paperwork was present and consistent.
In the physical file, behind the transfer note, she found something that should not have been there.
It was a small card, the kind used for internal Records routing. It had a routing stamp on one side — a designation she did not recognize, which was unusual because she knew every standard routing code in the Ash Annex’s range. The code on this card was not in that range. It was not in any range she had memorized. It was a three-character code she had never seen before.
On the other side of the card, in very small handwriting, were two things: a room number in a part of the Records building that Seren knew to be officially unoccupied, and a date seven days from now.
She stood in the Mortuary Intake room for a long moment, the card between two fingers.
Something about the body had been important enough to someone that they had issued an official directive to erase it. Something about the body had also been important enough to someone else that they had left a card in the physical file pointing toward an unoccupied room. These two somethings were either connected, in which case someone was playing a complicated game inside the Records building itself, or they were not connected, in which case two separate parties had taken an interest in the same dead man.
She put the routing card in her coat pocket.
She completed the amendment, filed the confirmation, and sent the compliance notification to the oversight office through the official channels before the end of cycle. Every document in the official system was correct. Every amendment had been made. If someone checked the Records, they would find exactly what the directive had asked for.
Later that evening, at the lower corridor access point, she told Alden about the directive and about the routing card. She told him in the flat, precise way she reported things when she was reporting rather than interpreting — facts first, with the interpretations held in reserve until the facts were complete.
Alden listened without interrupting. When she finished, he was quiet for a moment.
“The routing code,” he said. “Can I see it?”
She handed him the card. He looked at both sides.
“I know this room,” he said. “Officially unoccupied is not the same as actually empty. The lower section of the Records building has access points that connect to the old maintenance tunnels. If someone wanted to use a space in this building without appearing in any access log, the unoccupied rooms on the lower north corridor are the easiest options.”
“You’ve been in the maintenance tunnels under this building.”
“I’ve been in most of the maintenance tunnels under most of the buildings in Middle Ring.” He handed the card back. “Seven days. That’s enough time to find out what that room is being used for before the meeting.”
Seren put the card back in her pocket.
“Corvin Ash,” she said. “I went back through the Ashfield batch this afternoon. He’s not in it. He’s not in any batch I’ve processed in the last eight months. Either he was processed under a different name, or he hasn’t been found yet.” She paused. “Or he’s being held somewhere that doesn’t generate Records intake paperwork.”
Alden absorbed this. “That last option is the one that worries me.”
“It’s the one that worries me too.”
They stood in the lower corridor for a moment in the particular silence of two people who have information that does not yet add up and who are both aware of this.
“I need to look at the High Ring transition zone mortality records,” she said. “The woman from the misfiled record. Vel, no surname, cause of death listed as exposure. The date notation in the margin puts her death before the Ashfield collapse. She shouldn’t be in that batch at all.”
“I can get you access to the High Ring transition zone,” Alden said. “Not through front doors.”
“I’m aware.”
“Is that a problem?”
She thought about the side archive door she had walked through that morning. About the four years of not asking questions. About the thin paper in the false backing of her center drawer that now officially did not exist.
“No,” she said. “It’s not a problem.”
