The investigator arrived on the twelfth day of the fortnight, three days ahead of the deadline and considerably less imposing than any of them had braced for — a lean, grey-haired woman in plain Chancellery grey, introducing herself simply as Inquisitor Naeva Sorrell, with the particular unhurried thoroughness of someone who had clearly conducted a great many investigations and trusted process over first impressions.
"I've read your accounting twice on the journey here," she said, settling into the chair Marek offered without ceremony. "It's considerably more compelling than most such documents I'm asked to review. That doesn't mean I've reached any conclusions yet. It means I intend to verify every claim in it personally, beginning today."
*I like her already,* Eric said, quiet, and Vane found himself, despite the tension of the moment, agreeing, something in Sorrell's plain, unhurried manner settling a fraction of his own dread even before she'd examined a single piece of evidence.
"Then verify however you need to," Vane said aloud. "We have nothing to hide from you, Inquisitor. Whatever you find, we'll answer for it honestly."
Sorrell's sharp eyes moved over him a moment, assessing. "That's precisely the answer I'd expect from someone confident in their position, and precisely the answer I'd expect from someone skilled at appearing confident regardless. I'll let the evidence tell me which of those you actually are."
She glanced briefly around the assembled council — Marek's guarded stillness, Talwyn's barely concealed nerves, Freya's quiet defiance — and something in her expression suggested she was cataloguing each of them as carefully as she intended to catalogue the evidence itself. "I'll need private quarters, access to your recovered records, and time alone with each of the four individuals you extracted. I understand that may feel invasive, given what they've already endured. I promise you it will be considerably less invasive than what awaits them if this matter is decided on incomplete information."
"Whatever you need," Vane said. "We'd rather you have too much information than too little."
"A refreshing sentiment," Sorrell said, dry. "You'd be surprised how rarely I hear it."
---
She spoke with Corin first, alone, insisting on privacy that Vane granted without argument despite his own unease at losing sight of the proceedings. The interview lasted the better part of two hours, and when Corin emerged, pale but steady, she found Vane waiting nearby and offered a small, exhausted nod.
"She asked everything," Corin said. "How I was taken, what conditions I was kept in, whether anyone garrison-side coached my answers beforehand. I told her the truth. All of it."
*Good,* Eric said, warm. *The truth is the only thing we actually need her to hear.*
Sorrell interviewed Bren next, then the young man who'd finally given his name as Tomas, then Mira, each session conducted with the same unhurried, exhaustive care, and by the time she'd finished with all four, the fortnight's deadline had shrunk to a single remaining day.
Bren emerged from his own interview more shaken than any of the others, and found Vane waiting with the particular quiet attentiveness that had become, these past weeks, something the old man had come to rely on more than he likely wanted to admit. "She asked about the others," Bren said, low. "The ones who didn't survive their bonds. I gave her every name I could still remember. Twelve years is a long time to hold onto names, Marshal, but I managed most of them."
"That took considerable courage," Vane said, quiet.
"It took considerable grief," Bren corrected, though something in his weathered face had eased, fractionally, at having finally spoken those names aloud to someone with the authority to act on them. "I've carried them alone long enough. If saying their names to that Inquisitor helps ensure nobody adds to that list going forward, then it was worth every bit of the pain it cost me to remember them clearly."
*Tell him that's precisely the kind of testimony that could matter most,* Eric said, quiet and fierce. *Names, not statistics. Sorrell strikes me as someone who understands the difference.*
Vane relayed it, and Bren managed a small, tired nod before retreating to rest, the day's reckoning having clearly cost him more than his careful composure had let on.
"Your witnesses corroborate each other in every material detail," she told Vane and the assembled council that evening, expression giving away nothing of her own conclusions. "That's either because their testimony is genuine, or because it was rehearsed with unusual skill. I'll need to examine the physical evidence myself before I can distinguish between those possibilities with confidence."
"The records we recovered," Talwyn said, already reaching for the satchel. "I've prepared them for your review, Inquisitor, with full annotation."
Sorrell accepted the pages with the particular reverence of a scholar recognizing another scholar's careful work, and spent the following hours in near silence, reading, her expression growing steadily grimmer with each page turned.
"This is Director Voss's own hand," she said finally, quiet. "I've seen her correspondence before, in an entirely unrelated matter three years ago. I recognize the distinctive underlining." She set the pages down, something troubled moving behind her composed exterior for the first time since her arrival. "I confess I did not expect to find this quite so thoroughly, damningly documented."
---
That night, once Sorrell had retired to the quarters Marek had arranged for her, Vane sat with Eric's quiet presence steady in his chest, turning over the day's proceedings with cautious, unwilling hope.
*She seemed troubled by what she read,* Eric said. *That's not nothing.*
"No," Vane agreed. "But it's not a verdict either. I've learned not to celebrate before the actual decision arrives."
*Fair,* Eric allowed. *Though I'll admit, watching her work today reminded me of something I hadn't thought about in months — the particular satisfaction of watching someone competent do their job properly, without cutting corners or bending to convenient pressure. I used to feel that watching skilled colleagues in my old life. I'd nearly forgotten what it felt like.*
Vane's mouth curved, faint. "You miss it. Being surrounded by that kind of competence."
*Sometimes,* Eric admitted. *Not enough to wish myself back there, if that's what you're asking. But enough to notice when I encounter an echo of it here. Sorrell reminds me of the better physicians I trained under — the ones who refused to let a convenient answer substitute for a correct one.*
"I hope she's exactly that thorough about Voss," Vane said, quiet.
*So do I.* Eric let a quiet, wry warmth follow the admission. *Though I confess a small, selfish part of me is glad the entire garrison isn't full of people quite that perceptive. It would make hiding anything from you considerably harder than it already is.*
"You don't hide things from me anymore," Vane said, quiet. "Not the important ones, at least."
*No,* Eric agreed. *I don't. I'm rather glad of that too.*
---
Sorrell requested one more day before rendering her recommendation, and spent it walking the garrison unaccompanied, speaking quietly with soldiers who had no particular stake in the outcome, examining the depot's stolen records a final time, and, to Vane's considerable surprise, seeking out Eric directly through Vane rather than relying solely on secondhand testimony.
"I've interviewed a great many witnesses in my career," she said, settling across from Vane in the command tent, "but never a bonded consciousness directly. I'd like to hear from you, physician, if you're willing. Not through your Marshal's paraphrase. As close to your own words as this arrangement allows."
*I'm willing,* Eric said, and Vane relayed the sentiment along with something of the warmth underlying it.
"Tell me plainly," Sorrell said. "Do you believe Director Voss's project, whatever its original intentions, is currently operating within any lawful bound of the Chancellery's actual authority?"
*No,* Eric said, immediate and certain, Vane relaying each word as precisely as he could manage. *I've read the original charter Talwyn recovered. It required consent. Every person we found in that depot was held without it, for years, in conditions that would constitute torture in any lawful framework I've ever encountered, old world or new. Whatever authority Voss believes she holds, she forfeited any legitimate claim to it decades ago, the moment she started treating living people as data to be collected rather than persons to be protected.*
Sorrell studied Vane's face a long moment, as though trying to read Eric's conviction through the medium of Vane's own borrowed voice. "That's a clear answer. I appreciate clarity, physician, more than you likely realize after three days of careful, hedged testimony from everyone else involved in this matter."
*I've spent my whole life valuing clarity over comfort,* Eric said. *I don't intend to abandon that now, whatever the stakes.*
"Good," Sorrell said, and rose to leave, gathering the last of her notes with the particular finality of someone who had, at last, everything she needed to render a decision, then paused at the tent flap, considering something further before finally voicing it. "May I offer an observation, Marshal, outside my official capacity?"
"Please."
"I've investigated a great many claims of misconduct in my career, and I've learned to distrust situations that resolve too neatly — witnesses who agree in every particular, evidence that arrives conveniently complete, commanders who answer every question exactly as a guilty party rehearsed to answer it. Nothing about this matter has resolved neatly. Your witnesses disagreed on small details in ways genuine trauma produces and rehearsal never does. Your physician answered a direct question with more moral clarity than comfort. And you yourself have shown me nothing but a willingness to be questioned as thoroughly as I require." She allowed herself a small, dry almost-smile. "That's not proof of innocence, precisely. But it's the shape innocence usually takes, in my considerable experience of the alternative."
*That's about as close to reassurance as I suspect she ever offers anyone,* Eric said, quiet warmth threading through the observation.
"Thank you, Inquisitor," Vane said, and meant it.
"You'll have my recommendation by morning," Sorrell said again, and this time she left the tent flap to fall closed behind her without a backward glance.
---
She left before dawn, without ceremony, and the garrison spent the following days in the particular suspended anxiety of people who had done everything within their power and now had nothing left to do but wait for someone else's judgment to arrive.
It was Freya, three days later, who spotted the returning courier first, calling out across the yard with an urgency that drew nearly the entire garrison from whatever task had occupied them, and the crowd seemed to hold its collective breath as Talwyn broke the seal and read the Chancellery's formal response aloud.
"'Following Inquisitor Sorrell's thorough investigation and recommendation, the Chancellery finds the garrison's actions justified under emergency doctrine, given the documented unlawful detention of Chancellery subjects. Director Cassia Voss is hereby suspended from Institute authority pending formal inquiry into the conduct described. The garrison's Marshal and physician are cleared of all wrongdoing in this matter.'" Talwyn's voice cracked slightly on the final line, the accumulated tension of the entire fortnight finally breaking loose all at once.
The tent erupted into something between relief and disbelief — Marek's rare, open grin, Talwyn's hands visibly shaking as he lowered the page, Freya's fierce, wordless embrace of the nearest soldier standing beside her — and Vane, for a long moment, simply stood there absorbing the words, hardly daring to trust them.
*We won,* Eric said, quiet and stunned. *Vane — we actually won.*
"We did," Vane said, voice rough with an emotion he didn't fully have a name for, something between relief and disbelief and a fierce, quiet pride he hadn't let himself feel until this exact moment. "Voss is suspended. Not gone. Not finished. But suspended, and investigated, and no longer able to hide behind Institute authority the way she has for thirty years," Vane said, letting the words carry to the rest of the council gathered around him.
*It's not everything,* Eric said. *But it's considerably more than nothing. It's the first real crack in thirty years of impunity, and we're the ones who put it there.* He let the weight of that settle a moment before continuing, quieter. *I keep thinking of Bren's twelve years, and the names he gave Sorrell. I hope, wherever they are now, this ruling reaches them as something like justice, however delayed.*
"So do I," Vane said, low.
Vane's hand found his own chest, slow and certain, the fortnight's fear finally, fully bleeding away into something that felt, for the first time in longer than either of them could easily measure, like genuine hope. "Together," he said, quiet.
*Together,* Eric agreed, and the word, tonight, carried the particular sweetness of a promise that had, against considerable odds, actually managed to bear fruit.
---
The garrison marked the victory that evening with something between a proper celebration and a collective exhale, and Dessin found himself, for the first time in three years, able to sit among his fellow soldiers without the constant, grinding fear of discovery weighing on every word he spoke.
"I don't know how to simply exist without that fear anymore," he admitted to Mira, quiet, as the two of them watched the garrison's modest bonfire crackle against the evening chill. "Three years of watching every letter, every word, every glance from anyone who might have suspected. I don't remember what it felt like before."
"You'll remember," Mira said, steady, threading her fingers through his. "Give it time. I spent longer than you in that depot learning to fear every sound outside my door. It fades, slowly, once you're finally somewhere safe enough to let it." She rested her head against his shoulder, watching the fire's slow crackle with an ease that would have seemed impossible to either of them only weeks before.
Freya, seated nearby with Kael's shimmer bright and relaxed at her collarbone, caught Vane's eye across the fire and offered a small, genuine smile. "Feels strange, doesn't it? Actually winning something, for once, instead of just surviving the latest threat."
"Strange," Vane agreed, "and considerably better than the alternative," and found, for once, that he had nothing further to add to the thought, content simply to sit with it.
*Let them have this,* Eric said, quiet, watching the small gathering through Vane's own eyes. *Whatever Voss does next, tonight belongs to the people who earned it.* He let the sentiment settle a moment longer before adding, softer, *That includes you, for what it's worth. You earned this too, however uncomfortable you are accepting it plainly.*
---
Talwyn found Vane a little apart from the celebration, nursing a cup of watered wine with the particular restraint of a man who'd learned, over the past year, exactly how much he could afford to relax before duty inevitably called him back. "I should say plainly, Marshal, that suspension isn't the same as removal. Voss retains considerable resources and, I'd wager, no small amount of personal fury at having her life's work exposed. I don't think tonight marks the end of this."
"I know," Vane said, sobering. "But it marks a real beginning. A crack in thirty years of impunity, exactly as Eric said. I intend to let myself enjoy that much before I start worrying about what comes next."
"Wise," Talwyn allowed, something almost fond in the assessment. "I confess I've grown rather attached to this garrison's particular brand of stubborn hope, these past weeks. It's a considerably more pleasant way to face danger than the resigned dread I'm accustomed to from most official proceedings."
*Tell him the feeling's mutual,* Eric said, warm. *This garrison's become something worth defending well beyond the original terms of my bond. I don't think I fully understood that until tonight.*
Vane relayed it, and Talwyn's tired expression softened further, something genuinely moved passing behind his eyes before he raised his cup in a small, private toast. "To cracks in impunity, then. And to whatever comes of them."
"To that," Vane agreed, and drank, the watered wine tasting, tonight, considerably sweeter than its modest quality actually warranted.
---
Later, once the fire had burned low and the garrison had gradually dispersed toward their own rest, Vane returned to his tent with a lightness in his step that had been entirely absent for the better part of a month, and Eric felt the change as clearly as any physical sensation.
*You're happy,* Eric observed, warm surprise threading through the words. *Properly happy. I don't think I've felt this from you since before the letter first arrived.*
"I am," Vane admitted, settling onto the cot with none of his usual careful restraint. "We won something real tonight, Eric. Not just survival. An actual, formal acknowledgment that what Voss did was wrong, delivered by the very authority she thought would protect her indefinitely."
*I know.* Eric let the warmth of shared triumph carry through the bond, unhurried and genuine. *I keep turning the words over. Cleared of all wrongdoing. I don't think I've heard anything sound quite that sweet since the day you first told me you loved me.*
Vane laughed, low and real, the sound rare enough these past weeks that it startled a fresh wave of tenderness through Eric entirely of its own accord. "High praise, from a man who's heard considerably more romantic declarations than a single Chancellery ruling."
*High praise is exactly what tonight deserves.* Eric let the humor soften into something warmer, more deliberate, and Vane's breath caught at the shift, the particular charged quiet of a night finally free of immediate danger settling between them. *Let me have this too,* Eric murmured. *Let me celebrate properly, the way I haven't let myself in weeks.*
"Show me," Vane said, low, and Eric did, the bond carrying warmth and want both at once, unguarded and unhurried, a slow and thorough celebration of survival that asked for nothing but the two of them, together, finally free to simply feel triumphant rather than merely relieved.
You've reached the end of this chapter
