The regulatory board’s public hearing was scheduled for a Thursday.
Mina had known about it for two weeks. She had prepared her testimony with the same approach she prepared everything: methodical, in order, the evidence organized so it spoke for itself rather than requiring her to speak for it. She had read it through seven times. She had made three revisions. She was satisfied with it.
She was also, she acknowledged to herself on the morning of the hearing, nervous in a specific way that was not about the testimony itself. She was not nervous about saying the wrong thing or being unprepared. She was nervous about the board member’s question that Park Jisoo had warned her might come.
*There is a reasonable likelihood,* Jisoo had said, *that one of the board members will ask about your personal relationship with Mr. Arven. His testimony is scheduled for next week. The board may want to establish the nature of your connection before his testimony is on record.*
*What do I say?* Mina had asked.
*The truth,* Jisoo said. *Briefly, clearly, without elaboration.*
This was what Mina did with difficult things. She had been doing it for six years in the emergency ward. She could do it in a regulatory hearing.
Kai drove her to the board offices. He had offered; she had accepted, which was not a thing she did by default and which he had not made a thing of when she said yes. He drove with the focused attention he gave to anything requiring precise navigation and they did not talk much in the car, which was fine. She was working through the testimony in her head. He knew this.
In the lobby, before she went in, he said: “You know everything in that testimony. Nothing they can ask will be more than you already know.”
She looked at him. “I know.”
“Good.” He was not going to say *you’ll be fine* because they had established, some time ago, that this kind of reassurance was not useful to her. He had learned this about her and had adjusted accordingly. She had learned this about him and had told him so, which was the way they had worked out what to say to each other: by saying the true thing.
“I’ll be in the lobby,” he said.
She went in.
The hearing room was smaller than she had imagined: a conference table, seven board members, a court reporter, and the specific quality of formal silence that institutional proceedings accumulated over years. She had testified before hospital committees. The form was similar. She oriented herself to the form and let the form carry her.
She presented her clinical findings in fifty minutes. The data on neural monitoring effects, the admission patterns, the specific medical picture of twenty-six patients admitted to Narae City General and affiliated hospitals over a nine-month period. She answered fourteen questions. Eleven of them were straightforward. Two were technical in ways that required precise language. One required her full attention.
The board member who asked it was a woman in her sixties, the vice-chair, whose background Mina had researched before the hearing: medical ethicist, formerly faculty at the national university.
“Dr. Seol,” she said, “I want to establish something for the record. Mr. Kai Arven is also a witness in this case. Could you describe your professional and personal relationship with him for the board?”
Mina had rehearsed this question. She had rehearsed it twice with Jisoo and once alone at her kitchen table at 23:00 when she was too awake to sleep. She had arrived at the formulation that was most accurate: not minimal, not defensive, not more than what was asked.
“Kai Arven and I entered this case from different institutional positions,” she said. “He was a rail signal engineer who had been tracking a technical anomaly in the Starline system. I was an emergency physician who had admitted the first patient presenting with Starline-related symptoms. We established a working relationship when our investigations converged, introduced through Liora Vale. In the period since, our relationship has become personal as well. We are partners.”
She said the last sentence the way she said things she had decided: without qualification, without the social hedge that would have softened it but also diminished it. She was not going to soften it.
The vice-chair nodded. “Does that relationship affect your ability to provide unbiased clinical testimony in this case?”
“No,” Mina said. “My testimony is clinical data and medical documentation. These facts do not change based on my personal relationships. I would present the same data regardless of who else is testifying in this proceeding.”
“Thank you,” the vice-chair said.
The hearing ended forty minutes later. Mina walked out through the lobby and Kai was there, as he had said he would be, sitting in a chair near the window reading something on his phone. He looked up when he heard her footsteps and stood up.
She walked to him and stopped in front of him and looked at him.
“How did it go?” he said.
“They asked about us,” she said.
He was very still.
“I told them we were partners,” she said. “On the record. In the official transcript.”
He looked at her for a moment.
“All right,” he said.
“All right,” she agreed.
The word had settled between them with the specific weight of something that had just become permanent in a new way. Not because they had needed the board’s record to make it real. Because it was now in an official document, in a formal proceeding, in language that would be part of the case history forever.
Partners.
She thought about it walking out of the building, in the cold February air, in the city that had been hers for six years and was now also the city that contained him.
She was glad she had said it plainly.
She was glad it was true.
“Dinner?” he said.
“I’m very hungry,” she said.
He smiled — the full version, the one that was still unexpected enough to register every time. They walked to the restaurant near the board offices that she had identified before the hearing as a reasonable post-testimony option, which was the kind of preparation she made and the kind of observation he made note of, and they ate in the particular relief of a significant thing completed correctly.
She had said the true thing, briefly, clearly, without elaboration.
It was on the record.
It was fine.
Kai testified the following week.
She did not attend — she was on shift, a Tuesday morning that ran long with two difficult cases that required her full attention. She had offered to reschedule, but he had said no: she did her work, he did his, they would talk afterward. This was the correct position and they both knew it.
He texted her at 14:30: *Done. Went well. The documentation section took longer than expected — the board had technical questions I hadn’t prepared for. I answered them correctly.*
She smiled at *I answered them correctly.* Not *it went fine* or *I think they were satisfied.* He had assessed his performance against an internal standard and had concluded it met the standard. This was entirely him.
She replied: *Good. Home at 18:00. Tell me everything.*
He told her everything over dinner. Not the emotional version of everything — not how he had felt, not the undercurrent of significance — but the technical and procedural version, which was his version and which she had learned to read. The board member who had challenged his signal analysis and what questions he’d asked. The documentation committee chair who had specifically requested copies of the original incident reports. The moment when he had realized his prepared remarks were going to run long and had made a real-time decision to cut the third section, which had been the right decision.
She listened to all of it. She had learned to listen to his version of things: not to translate it into emotional language, not to press for a version she found more familiar, but to take his account as offered and recognize it for what it was — a complete and accurate representation of what had happened, in the language in which it had happened.
“Did anyone ask about us?” she said.
“Yes.” He paused. “The vice-chair. Same board member.”
“What did you say?”
He looked at her. “I said we are partners. That our personal relationship postdates the professional collaboration but does not affect the technical accuracy of my testimony.”
She held his gaze for a moment.
“Good,” she said.
“You said the same thing?”
“Approximately.”
He nodded. Of course they had arrived at the same formulation. They had been building toward the same things from different directions for long enough that it had stopped surprising either of them.
“Parks Jisoo called,” he said. “After the hearing. She said both testimonies together provide what the case needs for the clinical-technical link. The board has what it needs to make the connection between the neural monitoring data and the regulatory violation.”
“Good,” she said again.
She thought about the case. She thought about all the pieces of it they had contributed over the past months: the documentation, the Soren meeting, the Selene negotiation, the two testimonies. She thought about the accumulation of it, the way a case built from evidence the way a structure built from load-bearing elements.
They were load-bearing elements in this case, she thought. Not the architects. Not the primary movers. But necessary. The case would not be what it was without them.
She thought about what it meant to be necessary and not central. She had been thinking about this in relation to her work for years: the doctor who was not the primary surgeon, not the attending, but the person in the emergency ward who caught the thing early and sent it to the right place. The person whose contribution was upstream and therefore invisible in the final accounting.
She did not mind invisible. She preferred accurate.
“What’s next?” he said.
She thought. “The Neural Data Bill testimony. The archive legal proceedings. The ongoing recovery tracking. The documentation protocol implementation.” She paused. “And the case against the parent company, which will probably take two years.”
“A lot of work.”
“Yes.”
He looked at her. “We’re going to be doing this for a long time.”
“Yes,” she said. “But not all the time. Some of the time we’re going to be doing other things.”
“Other things like…”
She looked at him. “Walking. Having dinner. Reading in the same room. Arguing about whether to cut section three of a prepared testimony.”
“I was right to cut it,” he said.
“You were,” she confirmed. “That’s not the point.”
He looked at her with the expression that was somewhere between amused and puzzled, which was one of her favorites.
“The point,” she said, “is that we’re doing this and also doing all those other things. The case doesn’t consume the life. The life contains the case.”
He thought about this. She could see him thinking about it.
“Yes,” he said. “That’s right.”
She reached across the table and put her hand over his.
The city was outside.
The case was ongoing.
They were doing other things too.
In the days after the testimonies, the case received a different quality of coverage.
Before the hearings, the coverage had been about the scandal: the revelation, the families, the regulatory failure. After the hearings, it became about the legal argument. The Neural Data Protection Act was being drafted. Jinhee’s framing — that neural data generated without explicit consent was an extension of the person, not a corporate asset — had entered the public conversation through the hearing transcripts and was being discussed in terms Mina found she recognized: the language of medical ethics, applied to a new category of data.
She had a conversation with Noel about this, on a Saturday when she and Kai visited together.
Noel had been reading the hearing transcripts. Of course he had.
“Mina,” he said, with the direct attention he had been giving to everything since his recovery, “your testimony is being cited in three different academic papers about neural data ethics. The papers came out in the two weeks after the hearing.”
She looked at him. “I know.”
“You expected that?”
“I expected the clinical data to be useful in that context, yes.”
Noel thought about this. He had the thinking expression that was, she had noticed, identical to Kai’s thinking expression: not the performance of consideration but the actual article, the focused inward attention of a person running a model. She had mentioned this to Kai once and he had looked at her with an expression she could not entirely read. She thought it was something between recognition and something more complicated.
“I want to study that,” Noel said. “Neural data ethics. As a parallel track to the engineering.”
“That’s a different discipline,” Kai said.
“I know. That’s why it’s interesting.”
Kai looked at the seventeen-year-old who was planning to double-track engineering and ethics and said nothing for a moment.
“You’re going to need more hours in the day,” he said.
“I’m seventeen,” Noel said. “I have time.”
Kai looked at Mina.
She shrugged. “He’s not wrong.”
They stayed for two hours. Noel showed Kai the annotated documentation. Liora made tea and talked to Mina about her gallery submission, which had been accepted: a series of photographs of Aureon Bay taken during the investigation period. Mina had not seen them. Liora described them in terms that made her want to see them: the specific quality of a city that contained something you were building toward.
“Will Kai be able to see them?” Mina asked. “The photographs of his city?”
“The gallery opening is in April,” Liora said. “You should both come.”
She thought about April. She thought about a gallery opening in March-April, about Liora’s photographs of Aureon Bay, about standing in a gallery with Kai looking at the city he had left and the city she had taken him to.
“We’ll be there,” she said.
Walking back, Kai said: “Noel is going to be remarkable at whatever he decides to do.”
“Yes,” she agreed.
“He’s going to do things we can’t predict.”
“Probably.” She thought about this. “That’s the right kind of result. The thing we were part of produced someone who is going to go further than any of us expected.”
Kai was quiet for a moment.
“The signal points toward things that need to be followed,” he said. “Noel followed it from the inside. That’s going to shape everything he does.”
She looked at him.
She thought about signal. She thought about the frequency that had run up the cable and into her hand in the emergency ward, the note she had written in the incident report, the word she had written without knowing why: *Starline?* She thought about what that had pointed toward and where the pointing had led.
“The signal pointed well,” she said.
He looked at her.
“Yes,” he said. “It did.”
The city received them as they walked back through the Seon district, indifferent and familiar, and they moved through it the way they moved through everything now: together, in the same direction, knowing where they were going.
The Neural Data Protection Act passed its first committee review on a Wednesday morning in late February.
Mina read about it on her phone during a break between patients. The committee report cited three expert testimonies, two published academic papers, and the Starline regulatory case as its evidentiary foundation. Kai’s documentation protocol was named specifically as a model for the technical standards section of the proposed legislation.
She sent him the link.
He replied in forty seconds: *I saw. The technical standards section is based on the incident report format I submitted to the board in January. They adapted it without modification.*
She smiled at *without modification.* He had submitted a document in January. It had been incorporated into pending national legislation unchanged. He was noting this as a technical fact, not as a point of pride. She found this, as she found many things about him, both entirely predictable and somehow still notable.
She wrote back: *Your report is going to become law.*
His reply: *The format is going to become law. The report is one application of the format.*
*That’s the same thing.*
A pause. Then: *Yes. I suppose it is.*
She put her phone away and went back to her patients. At 15:00, she called Pren, because Pren had texted her three times in the two days since the committee review with increasingly compressed versions of excitement that she did not want to leave unaddressed.
Pren answered on the first ring.
“Have you seen the committee report?” he said immediately.
“Yes,” she said.
“Kai’s format is literally in the bill. Word for word.”
“I know.”
“He’s being very calm about it.”
“He is.”
“Is that normal?”
She thought about this. “For him? Yes. He submitted the format because it was correct. That it became legislation is consistent with correct documentation being used correctly. He doesn’t need to be dramatic about things that work the way they should work.”
Pren was quiet for a moment. “You’re the same,” he said. “You know that, right? You both do it.”
She thought about this.
“Possibly,” she said.
“It’s extremely useful and also mildly terrifying,” Pren said. “I say this with affection.”
She smiled. “Noted.”
She told Kai about the call that evening. He listened with the expression he wore when Pren was involved: not quite resigned, not quite fond, somewhere in the middle.
“He said we’re the same,” she said.
“Pren notices things,” Kai said. “He just presents them dramatically.”
“Are we the same?”
He thought about this. Not the polite version of thinking about it, the actual version. She waited.
“We have the same approach to evidence,” he said. “The same approach to work that matters. The same preference for the accurate version of things over the comfortable version.” He paused. “I don’t think we’re the same person. But I think we have the same foundation.”
She looked at him.
“Same foundation,” she said.
“Load-bearing,” he said, with the very slight expression that accompanied the specific word when he used it now: the recognition of what it carried.
“Yes,” she said.
Outside, the city did its late-February evening. The committee had passed the first review. The documentation format was going to become law. The work was ongoing and would be ongoing for a long time.
They had the same foundation.
The structure was holding.
