The legislative committee scheduled Kai for testimony on a Tuesday morning in March.
The request had arrived through Yuna, as these things did: formal, with a two-week lead time, asking him to speak to the technical standards section of the proposed Neural Data Protection Act. Not to the scandal. Not to the human cost. Specifically to the documentation protocol and its applicability as a regulatory standard.
He had accepted the same day.
Yuna had been quiet on the phone for a moment when he said yes. Then: “That was faster than I expected.”
“The scope is clear and the subject is in my domain,” he said. “I’m not testifying about the Rail Hero narrative. I’m testifying about a documentation format.”
“I know,” she said. “I think that’s exactly right. I just wanted to check that you’d thought it through.”
“I’ve thought it through.”
He had talked to Mina about it before calling Yuna back, which was not because he needed her permission but because she was the person he shared reasoning with now, and sharing reasoning before a decision was different from sharing a decision after it was made. She had listened to his thinking and said: “The documentation protocol could prevent the next Starline. If testifying about it means it becomes law, you should testify.”
He had already reached that conclusion. Hearing her reach it independently was confirmation of a different kind.
The week before the testimony, he prepared with the rigor he brought to all technical presentations. He reviewed the current draft of the Act’s technical standards section, which was based on his incident report format but had been adapted by legislative staff who understood law better than signal engineering. He identified three places where the adaptation had introduced imprecision. He prepared a brief supplementary document addressing each one.
Mina reviewed his prepared remarks the night before.
She read them in twenty minutes, which was fast. She looked up. “Page four, second paragraph. You use the phrase ‘anomalous reading’ twice in four sentences. The second instance means something different from the first. Disambiguate.”
He read the paragraph. She was right.
“Also,” she said, “there’s a sentence on page two that assumes the reader understands the baseline differential concept from your January submission. They probably don’t. Expand it by two sentences.”
He expanded it.
“Otherwise,” she said, “it’s clear and complete. Cut the third section if you run long.”
“I won’t run long.”
“You might. The committee will ask about implementation timeline and you’ll go deep on it.”
He thought about this. She knew how he operated under technical questions: he went to the complete answer, which was not always the efficient answer. She was right that this was a risk.
“If I run long, I’ll cut the third section,” he said.
“Good.”
He cut the third section during the testimony, as it turned out. The implementation timeline question was the fourth question and took twelve minutes. He had been right that it was important; she had been right that it would run long. These facts were not in conflict.
After the hearing, in the lobby of the legislative building, he called her.
“How did it go?” she asked.
“Good. The technical standards section will be revised before the full committee vote. They’re accepting the disambiguation and the baseline differential expansion.”
“And the third section?”
“Cut at minute forty-two.”
She was quiet for a moment. He recognized the quality of her silence: she was smiling. “You called it,” he said.
“I called it,” she confirmed. “Dinner to celebrate?”
“Not celebrating. The Act hasn’t passed yet.”
“Dinner to acknowledge progress.”
“Yes,” he said. “That.”
He walked out of the legislative building into the March afternoon. The city was doing its early spring version, the air carrying the first indication of a season that had not yet arrived. He stood on the steps for a moment and thought about the documentation format — the incident report structure he had developed over three years of filing reports that nobody read, that was now going to be incorporated into national legislation.
He thought about what it meant to do the right work and wait for the world to catch up with it.
Pren texted while he was standing there: *they’re reporting on the testimony live. they called you ‘the engineer whose documentation became legislation.’ the fanpage is exploding.*
He put his phone in his pocket without replying and walked to the transit station to catch the train home.
He had a dinner to get to.
That was the more important thing.
Mina was already there when he arrived — she had gotten off shift early and had been at his apartment for forty minutes, which he knew because the kettle was warm and there was a cup on the counter that was not his. She looked up from the book she was reading when he came in.
“Pren texted,” she said.
“I know.”
“The fanpage.”
“I know.”
She looked at him. “You’re not going to look at it.”
“No.” He set down his bag. “I submitted a documentation format. The format is becoming law. The rest is commentary.”
She stood up. She came to him and kissed him, which was not a dramatic gesture. It was the specific gesture of a person who had decided to close the distance and had done so.
“The rest is commentary,” she agreed.
They went out to dinner. The city did its March evening. The documentation format was in the hands of the people who made it law now, which was where it belonged.
He thought about the work. He thought about having done it.
He thought it was enough.
Yuna came to Narae two weeks after the testimony.
She had not announced the visit in advance, which was unusual for Yuna, who managed schedules with precision. She texted at 09:00 on a Saturday: *I’m in Narae for the weekend. Are you free tonight?* He had been free. He had said so.
She arrived at the restaurant with the particular quality of someone who had been working very hard for a long time and was permitting herself a pause. She looked at the harbor, which was visible from the table, and at Mina, and at him, and had the expression of someone running a calibration.
“I’ve been managing your public narrative for two years,” she said. “I want you to know that the version that’s emerging from this case is the one I would have designed if I’d been asked to design it.”
“I wasn’t optimizing for a narrative,” he said.
“I know,” she said. “That’s why it works. The engineer who filed reports nobody read, who turned out to be right, whose documentation format is going into law. That story exists because you just did the work. I can’t manufacture that.” She picked up her glass. “All I can do is not ruin it, which is what I’ve been trying to do.”
Mina was listening to this with the attentive expression she wore when she was building a model of a person. Yuna noticed.
“You’re going to be part of this story too,” Yuna said to her. “You already are. ‘The ER physician whose clinical testimony established the medical foundation for the neural data case.’ That’s you.”
“I don’t manage a public narrative,” Mina said.
“No,” Yuna said. “But your hospital does. And the medical ethics community does. And eventually your patients’ families will, in the way that people tell stories about who helped them.” She paused. “I’m not saying you need to think about this. I’m saying it exists whether you think about it or not.”
Mina was quiet for a moment. “That’s fair,” she said.
Yuna nodded, satisfied. She turned back to Kai. “The Neural Data Bill. When it passes, there will be requests for interviews.”
“From whom?”
“Everyone. The technical press, the general press, the legal press. You can decline all of them. You can do one and decline the rest. I need to know your preference before the passage vote, which is scheduled for the end of April.”
He thought about this. He thought about what Mina had said in the early weeks: *the version of the visibility you’re willing to use.* He thought about what the visibility was for, in this case: not for the Rail Hero narrative, not for the signal reports, but for the documentation protocol that was about to become law.
“One interview,” he said. “The neural data law journal. Not a general press outlet. The audience should be people who are going to implement the protocol, not people who are going to turn it into a human interest story.”
Yuna looked at him. “That’s a smaller audience.”
“It’s the right audience.”
She looked at Mina.
“He’s right,” Mina said.
Yuna put down her glass. “Fine,” she said. “The neural data law journal. I’ll arrange it.” She paused. “For what it’s worth, I think it’s the correct call.”
“I know,” he said. “That’s why I made it.”
Yuna looked at him with the specific expression she wore when he said something she had not expected from him: not surprise, exactly, but recalibration. “You’re different,” she said. “From two years ago.”
He thought about two years ago. The apartment in Aureon. The reports that nobody read. The bay.
“I have better context,” he said.
Yuna looked at Mina again. Then she looked at him. The expression was readable: she had identified the source of the context and approved of it.
She did not say this. She picked up the menu.
“What’s good here?” she said.
They ate. The harbor held its lights. The legislation was pending. The work was ongoing.
He had better context.
That was the most accurate description of the change.
The neural data law journal interview was published three days after the Act passed its full committee vote.
The journalist was someone Kai had not met before: a woman in her late thirties, technical background, who asked questions with the precision of someone who had read everything before arriving at the interview. She did not ask about Rail Hero Kai. She did not ask about the Starline case in narrative terms. She asked about the incident report format, about the baseline differential, about why the timing variance calculation had not been caught by standard monitoring protocol, and about how the new standards would prevent future failures of the same type.
He answered all of it. The answers were complete and did not require elaboration beyond the technical content.
At the end, she asked: “Do you see yourself continuing in regulatory work beyond this case?”
He thought about it. “I see myself continuing to do the work I do. If that work continues to produce findings relevant to regulatory standards, I’ll continue to engage with that process. But my primary domain is rail signal engineering, and the engineering requires my attention.”
“The Narae infrastructure review,” she said.
“Among other projects.”
She nodded. She had done her research.
The published interview was three thousand words, half of which were his direct quotes. It contained one reference to his personal life: *Mr. Arven lives in Narae with his partner, emergency physician Dr. Mina Seol, who provided the clinical testimony that established the medical framework for the neural data case.* One sentence. Accurate. He had reviewed the profile and approved it.
Mina read it on the morning it was published.
“One sentence,” she said.
“The relevant information.”
“I like it,” she said.
He looked at her. She was at his desk, coffee in hand, reading the interview on her phone in the morning light. He thought about the sentence: *his partner, emergency physician Dr. Mina Seol.* Three words. Partner. Emergency physician. Her name.
He had approved it without hesitation.
“I’m glad you like it,” he said.
She looked up from her phone. “You didn’t need my approval.”
“I know,” he said. “But it matters that you have it.”
She set down the phone. She looked at him with the expression that was not the clinical read and not the processing quiet and not any of the versions he had learned to categorize. The other version. The one that was specific to this.
“Yes,” she said. “It does.”
The morning continued around them, ordinary and sufficient, the harbor visible through the window, the city doing its version of a Tuesday.
The Act would pass in three weeks.
The documentation format would become law.
There was more work to do.
There was also this: morning, and him, and the specific quality of being in the right place with the right person on an ordinary Tuesday that was not, by any measure, ordinary at all.
The Neural Data Protection Act passed the full legislative vote on the last Friday of April.
Mina was on shift. She saw the news notification at 14:00 and put her phone back in her pocket and finished her patient encounter before she allowed herself to think about what it meant.
At 14:30, she stepped outside the ward for five minutes. The hospital’s outdoor terrace was cold for April, which was typical of the spring this city delivered: present in intention, not yet committed in temperature. She stood with her arms crossed and looked at the city.
The documentation format was law. Every neural technology company operating in the jurisdiction would be required, going forward, to maintain incident reports in the specific format that Kai had been using for three years in Aureon Bay while nobody was reading them. Every anomaly would be required to be flagged, reviewed, and retained in a database accessible to regulators. The things he had been doing alone, by habit and conviction, were now mandatory for everyone.
She thought about what it took to keep doing the right thing when no one was watching.
She texted him: *The Act passed. It’s law.*
His reply came in sixty seconds, which meant he was at his desk: *I know. I’m reading the final text.*
She smiled at the harbor, which was visible from the terrace in the distance.
*How does it feel?* she wrote.
A longer pause this time.
*Like when the signal on SL-TRK-004-NB went flat,* he said. *The right kind of nothing.*
She read that twice.
The right kind of nothing. Not empty — resolved. The specific quality of a problem correctly solved: the absence of the thing that had been wrong, in a way that was not loss but completion.
She put her phone in her pocket and went back to work.
That evening, Kai made dinner and she set the table and they did not make a ceremony of the day because neither of them was given to ceremony. They ate. They talked about the westside connector follow-up and a patient she had seen who was recovering well and a text Noel had sent Kai that was entirely about signal frequency mathematics with no social content whatsoever and which Kai had answered in kind.
After dinner, he said: “Pren wants to throw a party.”
“Of course he does.”
“I told him no.”
“Of course you did.”
She looked at him. “Was there a moment today when you… felt the weight of it?”
He thought about this honestly. “When I read the final text and found the incident report format in Section 4,” he said. “Word for word. With the baseline differential calculation in the footnote.” He paused. “That was when it registered.”
“What did you do?”
“I read it again.”
She nodded. This was right. He would read it again to verify that it was real. He would not celebrate with himself. He would confirm the data.
“I’m proud of you,” she said. Not as something that required a response. Just as a true thing she wanted to say.
He looked at her. The full version. “Thank you.”
She cleared the table. He washed the dishes. The harbor held its lights outside. The Act was law. The work that had made it law was done, and there was more work ahead, and they were going to do it.
This was exactly right.
This was the way things were supposed to go.
The gallery opening for Liora’s photographs was on the second Saturday of May.
The gallery was in the arts district, a converted warehouse space that had the specific quality of places repurposed well: the bones of what it had been still visible in the architecture, the new use inhabiting rather than erasing the old. Mina had been here twice before for other exhibitions. She had never been here for something that belonged to someone she knew.
Liora’s photographs were of Aureon Bay.
Mina stood in the middle of the gallery and looked at them. They were large prints, mounted with space between them, and they had the quality she had expected from Liora’s eye: not the tourist’s Aureon, not the postcard harbor, but the specific version of a city at different hours of different days. The harbor at 06:00. The sea bridge in November fog. The maintenance hub’s loading dock on a Thursday afternoon. The test corridor station’s exterior, heritage site now, with the original signage still visible through scaffolding.
She found Kai in front of one photograph near the back wall. He was standing still in the way he stood still when he was looking at something worth looking at.
She went and stood beside him.
The photograph was of a street she recognized: the street where the apartment building was. His apartment. Not the window — the street itself, shot from across the way, looking up at the building. It was dated three days before the case broke publicly. Before any of this.
“I didn’t know she had taken this,” he said.
“She was documenting from the beginning,” Mina said. “Before we knew what we were in the middle of.”
He looked at the photograph. “This is what it looked like from the outside,” he said. “Before anything changed.”
She thought about the apartment building. The fifth floor window. The man who had lived there for two years looking at the bay. The photographs were the record of that: the city as it was before it became the city that contained this story.
“It’s a good city,” she said.
“Yes,” he said.
Later, Liora found them by the harbor photograph — the sea bridge at dawn, the specific silver that Mina now knew from having walked it.
“You came,” Liora said. Not surprise. Satisfaction.
“We said we would,” Mina said.
Liora looked at the sea bridge photograph. “I took that the day before the preliminary injunction. I didn’t know the injunction was coming. I just — I felt like I needed to document something. I didn’t know what.”
“You were paying attention,” Mina said.
“I’ve been paying attention for three years,” Liora said. Something in her voice had the quality of setting something down. Not the end of the paying attention — but the end of the urgent version of it. The version that was survival. “Noel is starting to pay attention differently now. Toward the future rather than toward what happened.”
“That’s the right direction,” Mina said.
Noel appeared with a glass of juice and an expression that indicated he had been listening. “I’m also paying attention to signal frequency equations,” he said, “which Kai keeps sending me at 07:00 in the morning.”
“You asked for the reading list,” Kai said.
“I didn’t expect the reading list to have a schedule attached.”
“The schedule helps.”
Noel looked at him with the expression of someone who had been outmaneuvered and was not entirely unhappy about it. “The schedule helps,” he agreed.
They stayed at the gallery for two hours. Mina bought one of the photographs — the harbor at 06:00, the specific silver of it, the empty promenade in the early light. She had stood on that promenade on New Year’s morning. She wanted to be able to look at what it looked like when she wasn’t there.
Walking back, she carried the photograph under her arm, wrapped in the gallery’s protective paper.
“Where are you going to put it?” he asked.
She thought about this. “Your apartment,” she said. “Our apartment. Near the harbor window. Across from the drawing.”
He looked at her.
“So they’re looking at each other,” she said. “The drawing of the station we were in, and the photograph of the harbor we stood in. Two versions of the same thing.”
He was quiet for a moment.
“Yes,” he said. “That’s right.”
She thought about the wall of the apartment: the drawing in one window, the photograph across from it. The station and the harbor. Inside the system and outside it. The two things that had been true at once.
She was glad to have both.
You've reached the end of this chapter
The legislative committee scheduled Kai for testimony on a Tuesday morning in March.
The request had arrived through Yuna, as these things did: formal, with a two-week lead time, asking him to speak to the technical standards section of the proposed Neural Data Protection Act. Not to the scandal. Not to the human cost. Specifically to the documentation protocol and its applicability as a regulatory standard.
He had accepted the same day.

“And the third section?”
“Cut at minute forty-two.”
She was quiet for a moment. He recognized the quality of her silence: she was smiling. “You called it,” he said.
