The investigation found Soren Vale before Soren Vale found the investigation.
Three months after the preliminary injunction, the regulatory board had built sufficient case structure that they could compel cooperation rather than request it. Soren’s lawyer indicated, through Park Jisoo, that his client was prepared to provide full cooperation in exchange for a consideration in the criminal referral process. Not immunity — that was not on offer. A consideration.
Mina had read this and felt the specific flatness of a person encountering what they expected rather than what they had hoped. She had hoped, in some residual version of herself that was still willing to extend benefit of the doubt, that Soren’s cooperation would be genuine rather than transactional. The lawyer’s language made clear it was transactional. She noted this and moved forward.
The cooperation meeting took place in May, three weeks after the Act passed.
This was different from their previous meeting with him: not a voluntary conversation but a formal session with both legal teams present and a court reporter. Soren sat across the table from Jisoo and Jinhee and a regulatory board representative. Mina and Kai attended as technical consultants, which meant they sat to the side and could ask clarifying questions but were not running the session.
Soren had aged since January. She noted this clinically: the particular progression of stress on a face over time, the way sustained burden manifested in the body. He was not performing now. The performance had been for a context that no longer existed.
The first two hours were documentation: Soren walking through the technical development of the system, the phase timeline, the decision points where different paths could have been taken and were not. He answered questions with the specificity of someone who had been living with this information for a long time and had practiced, in private, what the account would look like when it finally had to be given.
Midway through the third hour, Jinhee asked: “When did you first identify that Noel Vale was inside the system?”
Soren did not answer immediately. He was quiet for long enough that the court reporter looked up.
“Month three of the commercial phase,” he said finally. “I identified his neural signature in the Starfield Carriage data.”
“You identified your nephew’s neural signature,” Jinhee said. Precise. Not allowing the abstraction.
“Yes.”
“And what did you do?”
Another pause. “I began working on the extraction protocol. I was going to get him out without triggering the commercial shutdown. If I triggered the shutdown at that point, Selene would have terminated the project and sealed the archives. I would have lost the ability to reach the others.”
This was the argument he had made in January: I was trying to fix it from inside. Mina had said, in January, that he had used Noel as a reason not to stop. She had said it and had meant it and it was still true. But hearing the fuller account now, she understood the architecture of the decision more clearly: he had been trying to hold together something that was already broken, and the thing holding it together had been his nephew.
She did not revise her judgment. She understood the architecture better.
After the session, she and Kai walked to the transit station through the May afternoon. He was quiet.
“He knew from month three,” she said.
“Yes.”
“And the Terminal Zero document was dated before the commercial phase started. Before Noel.”
“Yes.” He paused. “He’s telling the true version of his experience. But the true version of his experience includes: he built the architecture that trapped his nephew, and he kept it running because stopping it was harder than continuing.”
She thought about this. “The sunk cost of doing wrong,” she said. “Every day that passes makes stopping more expensive.”
“Yes.”
She thought about how long she had stayed in the situation with Dain because the sunk cost of leaving was higher than the ongoing cost of staying. She had done the same calculation and arrived at a different answer than Soren had, but she had run the same calculus. The difference was twenty-six people in loops versus one relationship that was not working.
She did not say this aloud. Some comparisons were for the internal record only.
“Noel should be told the full account,” she said. “From Soren directly. When he’s ready.”
“That’s Liora’s call,” he said.
“Yes. I’ll mention it to her.”
“Okay.”
They walked. The May afternoon was doing its version of spring finally committed: warm, resolved, the particular quality of a city that had accepted the season. She thought about Soren in the session room, giving the full account at last. She thought about what it felt like to say the true thing to people who had earned the right to hear it.
She thought about the work being done correctly, even when it was done correctly too late.
That mattered too.
Less than doing it correctly in time. But not nothing.
Liora’s response to the Noel question came three days later, over the phone.
“I knew you were going to bring this up eventually,” she said.
“You don’t have to decide now,” Mina said. “I’m only flagging it.”
“I’ve been thinking about it since the session summary came in,” Liora said. She was quiet for a moment. “Noel is going to want to know. He’s eighteen in a month. He’s going to decide he has the right to read the full session transcript, and he’s going to be right.”
“He is,” Mina agreed.
“If he reads it before Soren talks to him directly, the account will be filtered through what the lawyers wrote. That’s not the same as hearing it from a person.” Liora paused. “Soren is still his uncle. What he did was wrong. But Noel is going to have to decide what to do with that relationship, and I’d rather he made that decision with full information than with partial information.”
Mina thought about this. Liora had arrived at the same place she had, by a different route and with better knowledge of her own family.
“When?” Mina asked.
“After his birthday,” Liora said. “Give him a week after his birthday to just be eighteen. Then we’ll set up the conversation.”
She told Kai about it that evening. He listened and said: “Liora is very good at this.”
“At what?”
“At knowing what order things should happen in.” He paused. “She was good at it during the investigation too. She knew what information to bring to whom and when. She had been doing it for three years before we arrived.”
Mina thought about Liora, who had spent three years building a case that nobody would take before she found Kai, who had sent forty-seven messages to a fanpage before he read them, who had put the case together from partial information and lateral thinking and the specific patience of someone who could not afford to stop.
“She was carrying this alone for a very long time,” Mina said.
“Yes.”
“She should be at the gallery opening every year,” Mina said. “Her photographs of Aureon Bay are the external record of the investigation from a perspective neither of us could have. She was watching from outside when we were inside.”
Kai was quiet for a moment. “I want to tell her that.”
“Tell her.”
He texted Liora that evening: *Your photographs of Aureon Bay are the external record of the investigation. You were documenting what was happening from a perspective nobody else had. I want you to know that work is as important as the legal case.*
Liora’s reply came the next morning, brief: *Thank you. That means more than you know.*
Kai showed Mina the exchange over breakfast.
She read it. She looked at him.
“You said the right thing,” she said.
“I thought about what you would have said,” he said. “And then said it.”
She looked at him. “That’s not quite the same as you saying the right thing.”
He considered this. “Close enough,” he said.
She smiled. He went back to his coffee. The morning continued, the harbor visible through the window, the photograph of the harbor on the wall across from the drawing, the two versions of the thing they had been through looking at each other.
She thought about all the people who had been part of this. The thirty patients. The families. Liora, three years of watching. Noel, building signal frequency equations in his room. Jisoo, who had taken the case before it was a case. Jinhee, who had named the legal principle. Yuna, who had managed the public story without letting it become something it was not. Pren, who had sent exclamation marks and managed a fanpage and been a constant presence at Kai’s edge.
She thought about the accumulation of it: all the people, all the work, all the different kinds of attention that had been required.
She was glad to have been one of them.
She went to work.
Noel’s birthday was in the second week of June.
He turned eighteen on a Wednesday. Mina sent a message: *Happy birthday. You’re remarkable.* Kai sent a problem set from a signal engineering textbook with a note: *Birthday edition. These are harder than the ones I’ve been sending.* Noel replied to Mina: *Thank you.* He replied to Kai: *I already solved two of them.*
Liora called Mina on the Friday after the birthday. “He read the session transcripts,” she said. “On Wednesday night. I was going to wait until the following week but he asked me for them.”
“How is he?”
“Surprisingly… settled,” Liora said. There was something in her voice that was not quite surprise and was something more like relief. “He said: I already knew most of this. I just didn’t have it in writing.”
Mina thought about Noel inside the system, counting minutes at a junction. She thought about a seventeen-year-old who had been paying attention to the architecture of what was happening to him the whole time it was happening.
“He knew,” she said.
“He knew,” Liora confirmed. “He said: the question was always whether anyone on the outside was paying attention too. He said he knew you were, because you came back.”
She was quiet for a moment.
“Mina,” Liora said, with a softness in her voice that Liora did not usually deploy. “He said the thing he most wanted to understand was whether people could be found when they were lost. And that the answer he got was yes. He said that’s the part he’s going to carry.”
She sat in her kitchen, on a Friday afternoon in June, with the city outside and the work ongoing and a phone in her hand, and thought about eighteen-year-old Noel who had been counting minutes at a junction and now knew the answer.
Yes. People could be found when they were lost.
She had found some of them. She had been one of the people finding them.
That was the part she was going to carry too.
“Thank you for calling,” she said.
“Thank you for coming back,” Liora said.
She hung up and sat with the afternoon for a moment. Then she texted Kai: *Noel read the transcripts. He’s okay. He said the thing he’s taking away is that people can be found when they’re lost.*
Kai’s reply: *That’s the right thing to take away.*
She put her phone down.
She thought about signal. She thought about the right kind of nothing. She thought about all the things that were resolved and all the things that were still ongoing and the life that contained both.
She was glad she was in it.
She was in the right direction.
She was, completely and without reservation, glad.
The meeting between Noel and Soren happened on a Saturday in late June.
Mina and Kai were not there for it. It was not their meeting to be at. Liora had arranged it at a neutral location — not the law office, which would have felt like another proceeding; not Liora’s apartment, which would have been Noel’s ground without enough distance; a cafe near the university where Noel was planning to start in the autumn.
Liora texted Mina at 13:00: *It happened. Noel is okay. He said what he needed to say and let Soren say what he needed to say. No resolution. But full account.*
Mina showed the text to Kai.
He read it. “Full account,” he said.
“That’s what he needed,” she said. “Not resolution. The account.”
She thought about what it meant to have the full account. She thought about her own process: the compliance meeting, the conversation with Dain in the hospital corridor, the systematic documentation that had made the full account visible. She thought about Kai and the reports, three months of them, the full account of a signal anomaly that had been marked non-critical.
The full account was always there. The work was making it visible to the right people at the right time.
Noel had the full account now.
What he did with it was his.
She texted Liora: *That’s the right outcome. Noel carried it with more grace than most adults would have.*
Liora: *He’s been carrying it for a year and a half. He’s gotten good at it.*
She put her phone down and looked at Kai, who was looking at the harbor through the window in the way he looked at it when he was thinking about something at enough depth that the view had become incidental.
“What are you thinking about?” she asked.
“Noel,” he said. “I’m thinking about what it costs to carry something that age.”
“He carried it well.”
“Yes,” he said. “Better than I did, some things, at that age.”
She looked at him. This was a rare offering: a comparison between his present self and an earlier version of himself, which he did not usually make in her presence. Not because he was guarded about it, but because it was not how his mind typically worked.
“What were you carrying at eighteen?” she asked.
He thought about it. Not performing consideration — actually considering whether to tell her, and what to tell her. She waited.
“The knowledge that I saw things differently from other people,” he said. “And didn’t know whether that was a problem or not.”
She thought about the man who had filed three months of reports that nobody read and kept filing them anyway.
“It wasn’t a problem,” she said.
“I know that now,” he said.
“Did you know it then?”
A pause. “Not clearly.”
She thought about this. She thought about the parallel: Noel, eighteen, carrying the knowledge that he had seen things nobody else had seen, having to decide what to do with that knowledge. She thought about Kai at the same age, carrying a different version of the same thing.
She thought about what it would have meant to him, at eighteen, to have someone who looked at the way he saw things and said: that’s not a problem. That’s load-bearing.
She did not say this aloud. It was too much for the moment. But she thought it, fully.
“Well,” she said. “You know it now.”
“Yes,” he said. “I do.”
The harbor held its lights.
The investigation continued.
They were in the right direction.
A week later, Noel sent Kai a text that was different from the usual signal frequency questions.
*I talked to Soren,* he wrote. *I wanted you to know because you held the junction for 22 minutes. That was for me. So you should know it was worth it.*
Kai was at the hub when the message arrived. He read it at his desk. He read it again.
He typed back: *I know it was worth it. I knew when we came back out.*
Noel: *I’m going to build things that prevent the next Starline. That’s what I decided.*
Kai: *Good. That’s the right decision.*
Noel: *It’s what you did. File the reports until someone listened.*
Kai: *You’ll find your version of the reports. Everyone who sees things clearly has their own version.*
A long pause. Then: *Okay. Also I solved all the birthday problems. Send harder ones.*
Kai smiled. He sent three problems that were significantly harder.
He told Mina about the exchange that evening. She listened to all of it.
When he finished, she was quiet for a moment.
“He’s going to be extraordinary,” she said.
“Yes,” he said.
“And you told him the true thing,” she said. “About finding your version of the reports. That’s not something everyone would know to say.”
He thought about this. “I said what seemed accurate.”
“I know,” she said. “That’s what the true thing is.”
She put her hand over his and they sat in the apartment in the June evening, with the harbor outside and the drawing in the window and the photograph on the wall, and he thought about eighteen-year-old Noel who had decided to build things that prevented the next Starline.
He thought: *the signal pointed well.*
He thought: *it still is.*
That night, after Mina was asleep, Kai sat at his desk for a while.
He did not work. He looked at the harbor, which was doing its summer version: the water quieter in the heat, the lights on the far shore more diffuse, the specific quality of a harbor in June that was different from a harbor in December.
He thought about the investigation, which would continue for months. He thought about the archive legal proceedings, which would take years. He thought about Noel in the autumn, starting at the university with his annotated signal documentation and his plans to study engineering and ethics both.
He thought about the reports. Three months of them, filed in Aureon Bay, in a monitoring room that smelled of industrial coffee and institutional fluorescent light. He had filed them because the signal was there and the signal was wrong and ignoring a signal that was there was not something he knew how to do.
He had not known where they would lead.
He knew now.
He looked at the drawing in the window: two platforms, a line, the stars placed deliberately. He looked at the photograph on the wall: the harbor at 06:00, the specific silver of it.
He looked at the apartment around him: the books, the technical manuals, the life that had been built here in eight months of being in the same city as the person he had found in the dark.
He thought: *this is the destination the signal was pointing to.*
Not Starline. Not the regulatory case. Not the documentation format, or the legislation, or the Neural Data Protection Act.
This. The apartment. The drawing and the photograph looking at each other. The person asleep in the other room.
This was where the signal had been pointing all along.
He had just needed to keep filing the reports until he got here.

The investigation found Soren Vale before Soren Vale found the investigation.
Three months after the preliminary injunction, the regulatory board had built sufficient case structure that they could compel cooperation rather than request it.
