The morning meeting was at the first bell, which meant Seren had been at her desk for forty minutes already when Orwin called everyone to the center of the Ash Annex for the quarterly performance review.
Quarterly performance reviews in the Ash Annex had a specific structure. Orwin read numbers. The numbers described how many records each copyist had processed in the previous quarter, how many errors had been flagged, how many re-filings had been required, how many times a copyist had failed to meet daily throughput targets. Then Orwin explained that the targets for the coming quarter were being adjusted upward, that the adjustment was in response to increased intake volume, that the adjustment was non-negotiable, and that failure to meet the adjusted targets would result in allocation reductions beginning with discretionary allowances and proceeding to base allocations if performance did not improve.
Base allocations were the phiếu that covered heat and food.
Seren stood in the center of the Ash Annex with the other seven copyists currently assigned to the floor and listened to Orwin read the numbers. Her numbers were good — had always been good, were consistently among the highest in the department, which was why she had been sent upstairs to handle the Civil Ledgers overflow and why she would continue to be sent to handle problems that other people generated and did not want to manage themselves. Being good at the work created more work. She had understood this for three years and had not found a solution that did not involve being worse at the work, which she was not willing to do.
The new target was eighty records per shift.
She had been processing between seventy-two and seventy-eight. The gap between her current rate and the new target was not, in theory, impossible to close — but it required either working faster, which risked errors, or cutting the cross-referencing steps that were not technically mandatory but that she had added to her process because they produced more accurate records. The cross-referencing steps were why her error rate was lower than anyone else's on the floor. Removing them would bring her closer to target and further from accuracy.
Orwin did not mention this tradeoff. Seren did not raise it.
After the meeting, she went back to her desk and looked at the stack.
Ninety-four records. Fourteen above the new target. If she ran her full process on each one, she would finish approximately eighty-six. If she ran the abbreviated process — no secondary cross-reference, standard name truncation, cause-of-death as provided without verification — she would finish all ninety-four and probably have time to begin the next stack.
She opened the first record and ran her full process.
The twenty-third record was a child. Female, age unspecified but estimated at two to three years based on the intake notes, cause of death listed as exposure during the cold cycle flooding in Lower Third district. No name. The official record had a space for the name and the space was blank, which meant either the child had not been identified at intake or the identification had not been recorded, which in practice often meant it had not been considered worth recording.
Seren pulled the labor registry cross-reference for the Lower Third flooding event. It took four minutes — time she did not technically have — to find the household registration that matched the intake location and date. The parents were listed: Carris and Benn Tamsen, weavers, Lower Third district.
She wrote in her personal draft: *Orla Tamsen, daughter of Carris and Benn Tamsen, Lower Third district, approximately two to three years of age.*
Orwin walked past her desk during his second circuit of the floor. He looked at the personal draft, then at her current throughput count, then at her.
“You're behind target,” he said.
“I'm aware,” she said.
“The personal draft isn't billable work.”
“No,” she agreed.
“If you used that time for the official records —”
“I would have a higher count and less accurate records.” She did not look up from the page. “I'll catch up by end of shift.”
Orwin stood at her desk for another moment. Then he moved on, because there was no rule she was breaking and he knew it and she knew he knew it, and the particular dynamic this created — where she was doing something he disliked but could not prohibit — was one they had been navigating for three years with the mutual exhaustion of people who have decided the situation is permanent.
At the second bell, Alden appeared at the Ash Annex door.
He did not come in. He stood in the doorway until she looked up, then moved his head slightly to indicate the corridor. She set down her pen, made a note of her position in the stack, and went to the corridor.
“Merrit will talk,” he said. His voice was low. “But not to me alone. He saw your Records identification when we were at the checkpoint and he's decided that means something. He's in the Underways transit point near Lower Fifth junction. He has maybe two hours before he needs to move again.”
Seren looked at the door to the Ash Annex. Forty-seven records remaining. She was already behind target. Leaving now would put her significantly further behind, and the note in her file from the missed commemoration was recent enough that another performance gap would be noticed.
She also thought about the infant record with no intake date, and the name Corvin Ash written in his own handwriting at the bottom of a list of people who had been declared dead while still living, and the Vaultbinder notation that described a Graftmark breaking when the wrong name was spoken.
“Fifteen minutes,” she said. “I need to document a site visit.”
She went back to her desk, wrote a brief notation in the official log — *cross-reference verification, Lower Fifth district, ref: Ash Winter batch re-filing* — which was technically accurate in the sense that she was going to Lower Fifth and the Ash Winter batch was part of what she was thinking about, and then she put on her coat and went to the corridor.
Alden was waiting. He looked at her coat and said nothing.
“I documented it,” she said.
“As what?”
“Site verification. It's a valid work activity.”
“Are you verifying a site?”
“I'm going to a site. The verification will occur if relevant information is obtained.” She walked past him toward the building exit. “It's accurate in the way that most official documentation is accurate.”
He fell into step beside her. “That's a Records way to describe something that isn't quite true.”
“I process documentation professionally. I apply the standards of the field.”
She heard, rather than saw, the small sound he made — not quite a laugh, the contained version he had always used, the one that acknowledged something was genuinely amusing without performing the acknowledgment.
She kept walking.
Merrit was where Alden had said he would be — a wide section of tunnel near the Lower Fifth junction, sitting on a piece of crate with his back against the wall and his eyes tracking every sound in the tunnel with the attention of someone who had been frightened for long enough that the vigilance had become automatic.
He looked at Seren's Records identification when Alden produced her — looked at it for a long time, the way someone looked at a document they wanted to believe was real and were checking for reasons to doubt it.
“Corvin said,” Merrit began, and then stopped, and then started again. “Corvin said if something happened to him, find the Records person who writes names in the drafts. He said she's been here four years and she knows how to read what they try to hide.” He looked at Seren directly. “That's you?”
“That's me,” Seren said. She sat down on a piece of crate across from him. “Tell me what you know.”
Merrit told her.
It took forty minutes. She wrote in her ledger without stopping, in the abbreviated notation she used when she needed to record quickly and accurately without being legible to anyone who might look over her shoulder. The tunnel was cold. The lamp Alden had brought threw enough light to write by.
When Merrit finished, she read back the key points to confirm them, and he confirmed them, and she closed the ledger.
“You'll be safe in the new location,” Alden told him. “Two days maximum. After that we move you again.”
Merrit nodded. He looked at Seren one more time. “Corvin trusted you. He never met you, but he trusted the idea of you.” He paused. “I hope that's not a mistake.”
“So do I,” Seren said.
On the walk back to the Records building, she and Alden covered the ground quickly. She had been gone forty-three minutes. Orwin had not yet returned from his mid-shift circuit. She reached her desk, removed her coat, sat down, and picked up her pen.
Forty-seven records. Two hours until end of shift.
She ran her full process on every one of them.
