The Vault Commemoration happened four times a year, and attendance was not required in the way that taxes were required or labor registration was required. It was required in the softer way, the way that certain things in Veyr Hollow were required — through the accumulation of small consequences for those who did not participate, consequences that were never written down anywhere, that could not be appealed to any office, that simply existed in the gap between what the system permitted and what it preferred.
Seren had missed it twice in her life. Once when she was sixteen and had a fever that left her genuinely unable to stand. Once when she was nineteen and had decided, for approximately four hours, that she was done performing gratitude for a sky she had not chosen to live under. Both times, there had been a note in her labor file the following week. The notes said nothing explicit. They said things like attendance irregular and participation record incomplete. But they appeared. And after the second one appeared, her quarterly phit allocation had been reduced by a quarter-portion for the following cycle, and no explanation had been given, and none was required.
She had not missed it since.
The commemoration plaza in Middle Ring was large enough to hold several thousand people, which it needed to be, because attendance was not required. The crowd gathered in the particular formation that Veyr Hollow crowds always gathered in — Marked near the front, near the raised platform where the Vaultbinders and House representatives stood; Unmarked toward the back and sides, filling in the spaces between, present but not exactly present, visible but not exactly seen.
Seren found a position near the left edge of the Unmarked section, close enough to the aisle that she could leave quickly if she needed to. She had been awake for twenty hours. The backs of her eyes felt like they had been lightly sanded. She stood with her hands at her sides and her face arranged into the expression she used for commemorations, which was not exactly neutral and not exactly attentive but was the precise midpoint between the two that drew the least comment.
The lead Vaultbinder was a tall man in silver-grey robes whose voice carried across the plaza with the ease of someone who had been projecting into large spaces for decades. He spoke the commemorative address in the formal register, the one that sounded like language but moved like ritual — the sentences shaped so that the meaning arrived after the feeling, so that by the time you understood what had been said, you had already agreed with it.
The Vault shelters. The Skyline protects. The Marked guide. The Unmarked serve. The Hollow survives.
The crowd responded at the appropriate intervals. Seren moved her lips.
Bread was distributed — the flat, dense loaves made from the communal grain stores, stamped with the Vault seal in the center. The Marked near the front received their portions from Vault attendants in grey. The Unmarked received theirs from a secondary distribution line that moved more slowly and ran out of the better quality loaves before it reached the back third of the crowd. Seren received a portion that was slightly stale at one edge. She ate it standing up, because there was nowhere to sit.
Somewhere to her left, a child was asking questions.
“Why don’t we have marks?” The voice was small, maybe six or seven years old. “The people at the front have them. Why don’t we?”
The mother’s answer came in a murmur, but Seren was close enough to hear it: “Because the sky hasn’t chosen us yet, little one. We serve, and maybe one day our children will be chosen.”
Seren looked down at her own wrist.
The skin there was unremarkable. It had always been unremarkable. She had looked at it often enough as a child, that particular stretch of inner wrist where Vaultmarks appeared on those who had them, looking for something she had been told was not there. Eventually she had stopped looking. The absence became ordinary, the way all absences eventually became ordinary if you lived with them long enough.
The sky hasn’t chosen us yet.
She had believed that, once. Or she had believed that she believed it, which was perhaps not the same thing but functioned identically in daily life. The belief required no maintenance. The world confirmed it every day, in bread lines and labor registries and the particular way Marked clerks handed documents to Unmarked clerks without making eye contact.
Ilyra Voss found her at the edge of the distribution line.
Ilyra was twenty-eight, Marked, and occupied a position in the Civil Ledgers department that was three tiers above Seren’s in the Records hierarchy. She dressed carefully and smelled of the scented wax that High Ring households used on their woodwork. She had never, in Seren’s experience, done anything cruel in a way that could be documented.
“Vale,” she said. “I have a flagged set from the Ashfield intake that needs secondary copying before end of cycle. I’ve left it on your intake tray.”
Seren looked at her. “I was on shift until the third watch.”
“I know. It’s not urgent urgent. Just before cycle close.” Ilyra’s expression was pleasantly apologetic, which was the expression she wore when she was doing something she preferred not to examine directly. “You know how it is.”
Seren knew how it was. Ilyra had the flagged set because something in it required handling that Ilyra did not want her name attached to, and Seren was being given it because her name attached to things with no consequences, because she was Unmarked and her name was in a different part of the filing system than Ilyra’s name was.
“I’ll have it by second bell,” Seren said.
Ilyra smiled and moved away toward the front of the crowd, toward the better bread and the Vault attendants who made eye contact.
Seren finished her stale portion. Around her the commemoration was concluding — the final invocation, the bell sequence, the moment where the Marked raised their wrists and the Vault seal on their marks was supposed to resonate with the great seal at the center of the dome above. The Vaultbinder said the resonance was proof that the Vault still sheltered them. That it remembered its people.
Seren had never felt anything at this moment. She had assumed, for a long time, that this was because she had no mark, and therefore nothing to resonate with. She had recently begun to consider the alternative: that there was nothing to feel because there was nothing there.
THE SKY LIES.
She turned and walked back to The Last Records before the final bell had finished ringing. In her desk drawer, behind the false backing, a folded square of thin paper held three words and a set of careful observations about a dead man’s wrist.
She had a secondary copying set waiting for her.
She went upstairs and got to work.
The flagged set from the Ashfield intake turned out to be thirty-seven records with minor inconsistencies — dates that did not match across documents, names with variant spellings that needed to be standardized, two cases where the same individual appeared to have died twice in different locations on the same day, which was a records error and not a metaphysical one. Standard work. The kind of work that existed in every large intake and that someone had to do and that someone was always Seren.
She worked through it methodically. The plaza outside was quieting as the crowd dispersed. Somewhere above her in the building, she could hear the movement of the Records clerks returning from the commemoration — heavier footsteps, voices in the corridor, the sound of the better floors with their better acoustics.
At the bottom of the flagged set, under a transfer slip for a body that had gone to the communal pyre unclaimed, she found a record that should not have been in the Ashfield intake.
The record was for a woman. Not a miner. The listed cause of death was exposure, and the location was listed as Upper Transitional — the corridor between Middle Ring and High Ring, not anywhere near the Ashfield collapse site. The record had been filed in the Ashfield batch, which meant either it had been misfiled accidentally or it had been misfiled deliberately, tucked into a mass casualty intake where it was less likely to be examined individually.
Seren looked at it for a long time.
The woman’s name was listed only as Vel, no surname. But beside the name, in the margin, someone had written two characters in a different ink — a lighter ink, added after the original record was filed. The characters were a date notation. The date was three days before the Ashfield collapse.
Seren copied the record accurately. She noted the margin notation. She did not flag it as anomalous — flagging it would send it to Ilyra, and Ilyra would send it somewhere else, and by the time it came back to anyone it would be a different document than the one she was looking at now.
Instead she noted the name and date in her personal ledger, in the section she had been keeping since the night the first body came in.
The lamp burned lower. The building settled around her into its nighttime quiet.
Seren turned to the next record and kept working.
