The fire in Lower Third started in the storage section of a textile workshop, which was the most common origin point for workshop fires because storage sections were where the most combustible materials accumulated and where the fewest people were present to notice the early stages. By the time the fire was significant enough to generate an alarm response, the storage section was fully engaged and three of the workrooms adjacent to it were compromised.
Seventeen dead. Most of them workers from the night shift who had been in the interior sections when the fire spread faster than the building's limited exit infrastructure could accommodate.
The intake notification arrived at the Ash Annex at the second watch — a standard mass-event notification, the kind that meant all available copyists were required to remain on site until the intake was processed. Seren had been in the middle of the regular evening stack when the notification came through. She noted the time, set down her pen, and began clearing her desk to receive the incoming materials.
Orwin arrived twenty minutes after the notification to supervise the extended shift. He said what he always said about service and remembrance and the obligations of the living to the dead. Seren listened to the words without processing them and began work as soon as the first transfer documentation arrived.
The seventeen dead were processed through the standard intake sequence: identification against labor registry and residential records, cause of death as provided by the medical examiner who had attended the scene, body status, family notification status, ash allocation. Fifteen of the seventeen had sufficient documentation for standard processing. Two had insufficient identification — they would require extended verification before final disposition.
For the two with insufficient identification, the official record would contain abbreviations and gaps. For the two with insufficient identification, Seren's personal draft would contain everything she could find in the cross-reference materials available to her that evening.
She worked through the stack with the focused attention she brought to all intake work — not quickly, accurately, which was not the same thing. Around her, the other copyists on the extended shift moved at the pace that the throughput target incentivized. She moved at the pace that the work required.
At the fifth hour of the extended shift, with nine records processed and eight remaining, she became aware of a presence at the Ash Annex door.
Alden.
He was standing in the doorway with the quality of someone who had arrived and assessed the situation in the time it took her to notice him — the state of the room, the number of people, the stack on her desk, the hour. He looked at the stack. Then at her. He moved his chin slightly upward in the question that meant: how long?
She held up five fingers, then eight. Five hours in, eight remaining.
He did not leave. He moved to the edge of the doorway — not inside, because he did not have clearance to be in the Ash Annex itself — and leaned against the frame. He was carrying something under his arm; she could not see what from this angle.
She processed records ten through twelve with the awareness of him at the periphery of her vision. It did not affect her speed or accuracy. It was simply a fact of the room.
Orwin came through at the sixth hour with additional materials from the Medical Examiner's office — supplemental documentation for the two unidentified bodies. He handed the stack to Seren because she was the fastest and the supplemental documentation was going to require cross-referencing against the labor registry archives, which she knew better than anyone else on the floor.
“End of shift target is extended to complete the supplemental materials,” Orwin said. “I expect full processing before you leave.”
She took the supplemental stack and began working.
At the eighth hour, she finished the last record. She checked her work — all fields present, all cross-references confirmed, the two unidentified bodies given everything she could find and clearly marked as requiring follow-up for the rest. She closed the official files.
In her personal draft, she wrote the names she had found for the two unidentified workers: a man whose labor registry match gave her a name but no address, and a woman whose residential registration gave her an address but an abbreviated name that she had been able to complete through a cross-index that Orwin did not know she had access to. Both of them existed, now, in one place with their full names, even if that place was a draft that no one official would ever read.
She put on her coat and went to the door.
Alden was still there.
He looked at her with the expression he used when he was assessing someone's condition and had decided not to comment on what he found.
“How long,” he said. Not quite a question.
“Eight hours.”
“Orwin.”
“I had the fastest throughput. He gave me the supplemental materials.” She stepped into the corridor. “I'm fine.”
“I didn't ask if you were fine.” He said it without weight — observation rather than rebuke.
She looked at him. He was right that he hadn't asked. He had been standing in the doorway for three hours and had not asked anything.
He handed her what he had been carrying under his arm: a paper-wrapped package, the size of both his hands together. Night market — she could tell by the wrapping.
She took it.
“There's something else,” she said. “I met with Maris Vaelor two days ago.”
His posture changed — the specific change she had learned to read as heightened attention held very carefully in check.
“She gave me something,” Seren continued. She reached into her inside pocket and produced the envelope. “A cloth token from the House Vaelor birth ritual preparation materials. With the seal scraped.”
He took the envelope. He opened it. He looked at the cloth inside for a long time — longer than she had expected, longer than was needed to simply see what was there. His face did not show what was happening in the silence, which was not the same as nothing happening.
Then he closed the envelope and held it.
“She went alone,” he said.
“She asked me to come alone. I honored the request.”
“Let me know next time.” Not a command — a request, stated flatly, which was how he made requests about things he cared about.
“All right,” she said.
They stood in the Ash Annex corridor, him holding an envelope that might be the closest thing to documentation of his own origin that existed in the world, and her holding a paper-wrapped package from a night market.
“Are you all right?” she asked. She meant the question about the envelope, not about the hour.
“Not a question I know how to answer right now,” he said.
She accepted this. They walked out of the building together, into the Lower Ring night, and she opened the package because she was hungry after eight hours and the food was there, and he walked beside her, and neither of them said anything more about the envelope.
