There had been a afternoon in late autumn, the year they were thirteen, when Cassian had brought Elia to Little Sky.
It was not something he did often. Elia was seven years old and not well — she had a respiratory condition that had been present since birth, the kind that Lower Rings children developed at higher rates than children in the upper districts because of the coal dust and the inadequate heating and the particular quality of air that settled into the lower sections of the Hollow and did not circulate the way the air near the dome did. She tired easily. She could not keep up with the pace at which they moved through the city. And there was always a level of ambient danger in the streets that made bringing a younger child along a calculation rather than an instinct.
But Cassian had asked, and Seren and Alden had agreed, and so Elia had come.
She was small for her age and had Cassian’s coloring without Cassian’s relentless mobility — she sat very still and looked at things with an attention that Seren had associated, at the time, with illness and later understood to be a different way of paying attention. She noticed different things than other children noticed. She noticed the way the light changed as it moved across the fragments on the ceiling. She noticed the way Duke Ashpaw, who had followed them in and was sitting in the corner observing the proceedings with the professional skepticism of a street cat, had one ear that moved independently of the other.
Cassian was in the form he used when Elia was around — more expansive than usual, louder than usual, the version of himself that was performing contentment for an audience he loved. He had taken off his coat and draped it over a crate for Elia to sit on, which left him in his working layer and which he did without appearing to notice he had done it.
“Right,” he said, standing in the center of the space with the posture of someone about to make an important announcement. “I have it on good authority that this establishment requires a qualified Vaultbinder. For the purpose of the Marking Ceremony of —” he looked around — “Lord Duke Ashpaw of the House of Fishbone.”
Elia laughed. It started as a laugh and shifted into a cough, and Cassian’s expression flickered in the way it always flickered — the very fast transition from performance to something unperformable, and then back — and then she recovered and laughed again, and he continued.
The ceremony lasted twenty minutes and included, among other elements, a reading of Lord Duke Ashpaw’s lineage (Alden contributed the detail that House Fishbone had ancient roots in the Tallow District, going back to the First Collapse, and that their ancestral crest was a herring rampant on a field of rendered fat), an assessment of the spiritual weight of his Vaultmark (Cassian held the cat up to the light with great solemnity and announced that the Vaultmark was present, was valid, and indicated that Lord Duke Ashpaw was destined for great things, specifically lunch), and the official Marking Ceremony blessing, which Cassian recited in the formal Vaultbinder register with such accurate intonation that Seren realized he had been listening to commemorations more carefully than he let on.
Seren tried very hard not to laugh. She failed approximately three times.
Alden did not try. He laughed quietly, the way he laughed at things — contained, genuine, not performing anything.
Elia laughed until she had to hold her ribs.
Later, when Elia had fallen asleep on the coat on the crate with Lord Duke Ashpaw settled beside her with the territorial satisfaction of a cat that had decided a sleeping child was his now, the three of them sat against the far wall in the particular quiet that followed something good.
Cassian was not performing anymore. He sat with his elbows on his knees and looked at his sister sleeping and his expression was the one he did not often let people see — the one that was just him, without the performance layer, which was quieter and older than the performed version and which contained something that Seren had not had a name for at thirteen and would have called something like tender ferocity if she had been asked to name it now.
She looked away from his face and at the ceiling instead.
The fragments caught the late afternoon light at the angle that was best — the angle that made it look most like what it was meant to look like. She lay back on the floor and watched the small arcs of light move slowly across the walls as the Vault shine shifted with the cycle.
Alden lay down too, and Cassian after a moment.
None of them said anything for a while.
---
Elia died in the thirty-seventh cycle of the year they were all seventeen.
She had been sick before — the respiratory condition worsened in the cold cycles and required management that the Lower Rings medical infrastructure was not well-equipped to provide, which meant it was managed at home with the resources available, which were limited. Cassian had done most of the management. Their mother had died three years prior and their father worked double shifts at the shaft lifts and came home too tired for anything except sleep.
The fever came on fast. Within a day it was beyond what home management could address.
Cassian came to find Seren at the second watch. She had been asleep. He knocked on the door of the single-room dwelling she shared with two other Ash Annex workers — she had started at the Records the year before — and when she opened the door and saw his face she was already putting her coat on.
Alden was at the end of the street when they came out. She did not know how he knew to be there. He did not explain. He simply was there, and they moved.
The clinic at High Ring Boundary was the nearest facility with a proper medical ward. It was also the nearest facility with a gate.
The gate had two guards and a registry desk and the standard signage that Seren had seen on every medical facility above Lower Rings level: MARKED PATIENTS: MAIN ENTRY. UNMARKED PATIENTS: SECONDARY INTAKE, LOWER LEVEL. The secondary intake at the lower level had a sign of its own: CURRENT WAIT TIME: FOUR TO SIX HOURS. EMERGENCY ASSESSMENT REQUIRES VERIFICATION OF LABOR REGISTRATION AND DISTRICT AUTHORIZATION.
Cassian was at the main gate with Elia in his arms before the guards had time to step forward.
“She needs a doctor,” he said. His voice was very controlled. Seren recognized the control — she had heard it before, in her own voice, in the particular situations where the alternative to control was something that would not help.
The guard did not look at Elia. He looked at Cassian’s wrist. “Mark?”
“Unmarked. She’s seven years old and she has a fever of —”
“Unmarked patients, lower level intake.”
“The wait at lower level intake is four to six hours. She’s seven years old.”
“I understand your concern,” the guard said, in the tone of someone who had been trained to say I understand your concern as a way of not engaging with its content. “Lower level intake serves Unmarked patients. Main entry is restricted to Marked patients and their registered household members.”
Seren was already at the secondary intake door with the labor registration papers she had grabbed from her room — hers, which were current and valid, which was the specific document the signage had specified. Alden had gone around the side of the building, looking for the delivery entrance, the maintenance access, the loading bay, anything that was not the main gate and the secondary intake.
The secondary intake had a person at the desk who was not cruel, exactly. She was tired and working a long shift and the queue behind Seren was already six people deep. She looked at the labor registration papers and said the authorization needed to be from the district office and the district office was closed at this hour and the emergency authorization process took a minimum of two hours to complete and the wait for assessment after that was variable.
Seren stood at the desk and looked at the woman and said: “Her fever has been climbing for eighteen hours. If it’s what I think it is, she needs treatment within the next two hours or the fever will damage her.”
The woman at the desk looked at her. Then at the queue. Then at her desk, where there was a form she was supposed to complete in triplicate for emergency override assessments.
“I’m sorry,” the woman said. And Seren believed her. That was the worst part — the woman was sorry. It did not change what she said next. “I can’t override the authorization process. If I do it once I have to do it for everyone, and I’ve been told —” She stopped. “I’m sorry,” she said again.
Alden came back at the third hour. He had found a service entrance but it required a staff access token and the one person he had found who might have been willing to look the other way had seen Cassian at the main gate and gotten nervous and gone back inside.
Elia died before the fourth hour.
Cassian did not make a sound.
That was what Seren remembered most clearly, after. Not the guards or the desk or the woman who was sorry. Cassian holding his sister and not making a sound. The particular absence of sound from someone who was usually never quiet.
Alden stood two steps back. Seren stood two steps forward. Neither of them went to Cassian, because the thing that was happening in him did not have room for anyone else.
She understood this and hated it.
---
In the present, in the Ash Annex at the third watch, Seren was processing the mortality records from a minor outbreak in Lower Third district when she came to a record for a child, female, age seven, cause of death listed as respiratory failure, no surname, no address, no family contact, no claim.
She looked at the record for a while.
Then she wrote in her personal draft, in the section where she kept the names the system had abbreviated: the child’s name as Orla, which was the name she had been called according to the intake note before the note was re-filed without the name, and the district, and the parents’ names from the labor cross-reference, because they existed in the system and no one had connected them, and the age, and the date.
She was still writing when the door to the Ash Annex opened.
Alden stood in the doorway for a moment, reading the room in the way he read all rooms before entering them. He had been in the Underways and his coat had tunnel dust on the shoulders. He looked at her, at the stack of records, at her hands.
He did not ask.
He crossed the room and set something on the corner of her desk — a paper-wrapped package, the size of his hand. The kind from the night market on the Lower Connector, the stalls that stayed open past the third watch for night-shift workers.
She looked at the package. Then at him. He was already turning away, pulling a stool to the adjacent desk, taking out his own notes from the Underways work.
She opened the package.
The bread was still slightly warm, which meant he had come directly from the market. The filling — a sweetened paste from whatever was available at this hour — was distributed unevenly, with more of it toward one end.
Toward the end facing her.
Seren looked at the bread for a moment. Then she began eating, starting with that end, because there was no reason not to, and the Ash Annex was cold, and the stack of records was still half-done, and the work was not going to finish itself.
After a while, in the quiet of the room with only the sound of two people working, she said: “Cassian’s mark. The one that moves.”
“I know,” Alden said.
“It’s connected to whatever we’re looking at. I think.”
“I know,” he said again.
She nodded and went back to the records. He went back to his notes. The lamp burned steady between them.
