The morning session brought her to twenty-nine point four percent.
He had not pushed for it specifically — the session was structured as a sixty-minute maintenance hold, the same as the previous two days. But at the forty-five-minute mark, when she had been holding steady at thirty point one for fifteen minutes, she said: "I'm going to try to go lower."
He checked the readings. "Thirty is well below threshold."
"I know. I want the margin."
He didn't argue with that. He watched the display.
Thirty point one. Thirty. Twenty-nine point eight. Twenty-nine point six.
She held at twenty-nine point four for five minutes, then let it climb back to twenty-nine point eight, which was where it settled when she opened her eyes.
"Twenty-nine point four," he said.
She looked at the display. "Good."
"Yes." He made the note. If Traffic ran a follow-up scan today — which was still possible within the decision window — the confidence reading would come back in the low thirties. Well below the fifty-percent justification threshold.
Twenty-four hours left in the window.
They ate breakfast. He reviewed the contingency plan. She read through the seal resistance sub-section he had completed the night before, asking two questions, both of which he answered. The morning had the quality that mornings had been having — two people moving through the same space with the awareness of something running in the background.
The ambient was twenty-nine point eight.
The decision window had twenty-four hours.
They waited.
---
He let her go to the market at two.
She had asked, not because she needed to ask — the protocol was clear — but she had asked anyway, with the brief look that was not exactly asking permission and not exactly not asking it. He had said: thirty minutes. She had nodded and gone.
He turned the camera feed to the main monitor.
The market was at its afternoon peak. He watched her navigate it the way he had watched on day nine: competent, unhurried, building the social texture of the neighborhood through the accumulated small interactions that were the visible part of belonging somewhere.
She bought the greens Mrs. Nam had asked for. She stopped to look at the seasonal fruit. She moved through the stalls in the way that had stopped looking like someone learning to move through stalls and had started looking like someone who moved through stalls.
He was looking at a different part of the feed when the second figure appeared.
He registered it at the edge of the frame first — the specific quality of Dieu's movement was recognizable even at camera resolution. Civilian clothes, hair down today. Moving through the market in the direction of the vegetable section.
In the direction of Mien.
He looked at the frame.
There was no time to do anything about it that wouldn't make things worse. She was in the middle of a crowded market. He could not go out and pull her away without drawing attention. He could not signal her through normal means without Dieu potentially seeing the signal. The contract link at twenty-three percent sensitivity was not enough for specific communication.
He watched.
Mrs. Nam was at the nearest stall. He saw the moment she noticed both of them — the way she turned, animated, and made the introduction she would have made for anyone she knew: Mien, the family visitor. Dieu, buying something.
He watched the three of them in the frame.
He did nothing.
---
He was very good at doing nothing when doing nothing was the correct action.
Three years of building a life around the strategic management of visibility had made him, among other things, an expert at identifying when intervention would create more problems than it solved. He was watching through a camera from forty meters away and there was nothing operationally useful he could add.
He watched.
Dieu had a basket with a few items in it. She was talking to Mien the way you talk to someone when a mutual acquaintance has just introduced you — the light, slightly awkward friendliness of people placed in social proximity without context. Mien's body language: relaxed without being loose, engaged without being eager. The posture of someone present in the conversation without performing presence.
Dieu asked a question.
He couldn't hear it. He read the sequence: Mien's posture shifted slightly — not tightening, a specific kind of settling, the physical equivalent of deciding where to stand. Then she answered. He saw the length of the answer — not too long, not cut short. He saw Mrs. Nam say something and all three of them responding to it, a small cluster of people having a moment of shared amusement.
Mien's ambient reading, visible on the secondary display in the corner of his screen, held at twenty-nine point four.
Unchanged.
She was holding through a direct encounter with Dieu, in a public space, without a practice session structure, without him present, and the number was holding.
He looked at the camera feed.
He looked at it for the four minutes and twenty seconds that the conversation lasted. He did not look away. He did not check other screens. He watched.
When Dieu moved on — not in a hurry, just continuing her shopping — he watched Mien watch her go. Then Mien turned back to Mrs. Nam and they continued with the vegetables.
He sat back in his chair.
He did not file what he was feeling under anything operational.
---
She came back twenty-six minutes after she had left.
She came through the door with the grocery bag in one hand and the look of someone who knew he had been watching the camera and was not performing anything for his benefit. She put the bag on the desk. She looked at him.
He looked at her.
"She asked about the city," Mien said. "How I found it compared to where I'm from."
"What did you say?"
"I said it was louder than I expected but I'd gotten used to it." She paused. "And that people here looked out for each other more than I'd expected."
He looked at her.
That was what she had said to Miss Hoa, on the afternoon of day nine, before she had known Dieu existed. He had not written it in the cover story. It wasn't in the prepared answers.
"That's not from the script," he said.
"No." She held his gaze. "It's true."
He looked at the bag on the desk. The groceries. The greens Mrs. Nam had asked for.
"She asked about you, too," Mien said.
He looked up.
"Not directly. She asked if I was visiting anyone specific or just the building." A small pause. "I said you'd been kind to me when I arrived. That you'd helped me get oriented." She looked at the window. "That's also true."
He was quiet for a moment.
"What did she say?"
"She said that was nice to hear." Mien looked back at him. "Then Mrs. Nam said you were too serious all the time and she was glad someone was making you less serious, and that was the end of the conversation."
He looked at the window.
He was aware that Mrs. Nam had said, within probable earshot of a Traffic operative, that someone was making him less serious. He was aware that this was objectively useful social texture for the cover story.
He was also aware that it was true.
"She's not going to close the open question," he said.
"No," Mien agreed. "But she's also not going to escalate it. Not based on today."
"No."
She moved to the spare chair. Sat down. Looked at him.
"You did well," he said.
It came out in the register he used for things that were true and needed to be said. Not the operational register — the other one, the one that didn't have a category because he had not been in the habit of using it until recently.
She heard the difference.
He could see it in the small shift in her expression — not surprise, not calculation, the specific reception of someone who has been given something and is acknowledging the receiving rather than the content.
"She's suspicious," Mien said. "She's not sure of what."
"Yes."
"That's a better position than last week."
"Yes."
She looked at the grocery bag. "I got enough for dinner?"
He looked at the bag. Greens, fish, ginger. "Yes."
She stood up and carried the bag to the counter.
He looked at the ambient display: twenty-nine point four, still holding.
He thought about "you'd been kind to me when I arrived." He thought about "that's also true."
He went back to the contingency plan.
---
The decision came in at nine-oh-seven.
[Traffic decision confirmed: C-7 signal classified as LOW PRIORITY. Rationale: confidence 41%, below justification threshold (50%). Ambient reading attributed to construction interference pending sweep confirmation. No full-team escalation authorized. Next assessment: standard sweep coverage, estimated 5-6 days.]
He read it.
Then he read it again.
Low priority. No escalation. Five to six days until the sweep reached C-7.
Five to six days was not over. He was under no illusion that this was over — Traffic's sweep would include C-7 as standard coverage, and any of the scenarios in the contingency plan might still become necessary. But low priority meant they had not decided to spend additional resources. It meant the forty-eight hours of practice and the rebuilt cover story and the encounter at the market and twenty-nine point four percent ambient had been, collectively, enough.
Enough.
He looked across the room.
Mien was at the stove. She had been cooking for the past twenty minutes — the fish and the greens with the ginger. He could hear her on the phone with Mrs. Nam, the patient back-and-forth about fish sauce ratios that had become its own recurring conversation.
She wasn't looking at him. She was concentrating on the stove.
He looked at the update.
He looked at her.
He saved the update to the log.
He set the contingency plan aside.
He said: "Decision came in."
She turned from the stove. "And?"
"Low priority. No escalation. Sweep in five to six days."
She looked at him. The expression shifted — not relief exactly, the specific reception of information that was better than the alternative and not as good as finished.
"Five to six days," she said.
"Yes."
She turned back to the stove.
"Then dinner first," she said.
He looked at the desk. At the contingency plan. At the map with both their marks. At the jacket on the sofa arm.
"Yes," he said.
He went to set the table.
---
He set the table while she finished cooking. Two bowls, chopsticks, the fish sauce dish. The desk cleared of the contingency plan and the System logs.
She brought the food over. Sat across from him.
They ate.
After a while she said: "What does the sweep actually involve?"
He explained: four to six operatives, systematic coverage, visual confirmation pass for low-priority signals. For C-7, a standard pass — not enhanced scan, not detailed resident interview protocol. The established profile: quiet residential, F-rank security, one visiting family member.
"As long as I match it," she said.
"Yes."
"And Dieu will be in the sweep team."
"Probably. She flagged the location."
"So the cover story needs to hold a third time. In person. During a sweep."
"Yes."
She looked at the window. "Then we have five days to make it better."
He looked at her.
"The most effective cover," he said, "is built from the most true things. What you said to Dieu today — about the city, about people looking out for each other. Those worked because they weren't in the script." He looked at the cover story document on his screen. "Cover story v3 has more room for that. More places where you can use what's actually true."
She was quiet for a moment.
"What's true," she said.
"Yes."
She looked at the window. Looked at the room — the desk, the spare chair, the map on the windowsill, the jacket on the sofa arm.
"There's a lot of that," she said.
He looked at the window.
"Yes," he said.
He did not file that under anything operational.
She went to sleep later. He sat for a while — not reviewing, just sitting with the accumulated weight of eighteen days, the specific quality of what this room had become.
Five days until the sweep. Twenty-nine point four percent. Decision: low priority.
He sat with those numbers and what they meant, and he thought about the cover story built from true things, and he thought about the mornings before the overhead light, and the right temperature for tea.
He thought about all of it without filing any of it.
That was new.
Three years of careful accounting — noting and filing and categorizing — and now there was a section of the ledger he was leaving open. Not because he didn't know what was in it. Because he had decided that some things were allowed to be what they were without needing a category.
He sat with that.
Then he turned off the lamp and went to sleep.
Tomorrow was day nineteen. Walkthrough after breakfast. Five days to the sweep.
He had done everything that could be done.
He was still here.
So was she.
