The morning of day twenty-nine had the quality of a morning that was waiting.
Not in the urgent way of the mornings before the sweep — not the acute, directional waiting of someone who knew what was coming and needed to be ready. More the low-level vigilance of someone who had built a good position and understood that good positions were temporary, and that the specific temporary nature of this one had not yet been resolved.
He sat at the desk and looked at the ambient display: twenty-six point eight. Nine days to the twenty-five percent threshold, at current trajectory. He updated the projection in the log.
Mien was at the east window. She had her notebook open — the one she had started keeping three days ago for the adaptive seal theory, full of the specific notation she had developed for concepts that didn't have existing terminology.
She was working.
He made notes. She made notes. The morning session was twenty minutes — maintenance, ambient held at twenty-six point eight throughout.
The morning was quiet.
He looked at the east window, which was the direction things came from.
He looked at his notes.
He looked at the east window again.
---
The intercom buzzed at ten-oh-three.
Not the camera-flag alert — the actual intercom, connected to the main gate. He had one visitor in the past three years who had used it: a district administration representative in 2222. Everyone else had simply arrived.
Camera feed, main entrance: Co Tham, standing at the gate with the professional posture of someone making a scheduled appointment, which this was not, but which was what he was presenting.
Lam Uyen looked at Mien.
She had closed the notebook. She was already standing.
He looked at her. She looked at him.
"Take your notebook," he said.
She picked it up. She went into the sleeping quarters and closed the door — not rushed, not hiding, just not being in the room when Traffic Special Operations came through the front door.
He pressed the intercom response.
"I'll be right out."
He picked up the maintenance clipboard.
He went to the gate.
---
Co Tham was alone. He had the practiced patience of someone who had learned that the quality of the wait was itself a kind of communication.
"Morning," Lam Uyen said. "Second visit this week."
"I hope that's not an imposition." Co Tham's tone was self-aware in the way that self-awareness could be used as a disarming mechanism. "I wanted to follow up on the partnership proposal before you had a chance to forget about it."
"I haven't had a chance to forget about it."
"Good." The smile. "Then I'll give you the full picture, if you have a few minutes."
"Sure," he said.
Co Tham had done this before — the pitch was polished, moving through its components in an order designed to make each one feel natural rather than prepared. Community Partnership Program. Traffic's expanded reach into residential zones. Regular scheduled site visits — monthly, or quarterly depending on need. Environmental assessment to maintain district security baselines. Access to Traffic's operational resources in exchange for the relationship.
He said it was voluntary. He said there was no obligation. He said the program was designed to protect residents, not to impose on them.
He said all of this with the quality of someone who knew that voluntary and obligatory were not the only relevant categories.
Lam Uyen listened with two layers running simultaneously: the F-rank security guard receiving a sales pitch, and the operational layer mapping the implications of every sentence. Monthly visits. Quarterly at minimum. Regular access.
Regular access meant regular scans. Regular scans meant the ambient reading needed to be below the standard equipment's classification threshold not on a single day, but consistently, for every visit over an indefinite period.
Twenty-six point eight percent. Standard equipment threshold: approximately twenty-five.
Twenty-six point eight was above twenty-five.
"I'd need to discuss this with the building management association," he said. "It's above my authority."
"Of course." Co Tham produced a folder. "I've put together some materials. Timeline, what the visits would look like, what we'd need from the building's end. Take your time."
He accepted the folder.
"One thing I wanted to mention," Co Tham said, in the register of someone raising a detail that almost hadn't been worth raising. "We have an ongoing question about a signal reading in this sector. Nothing that's been classified yet — our sweep came back inconclusive. But it's the kind of thing that a regular partnership would help us resolve naturally, just by being present and able to rule things out." A pause. "I wanted to be transparent about that."
He looked at Co Tham.
Co Tham looked back.
The transparency was calculated. He was telling Lam Uyen what he wanted, framed as honesty — making the situation legible enough that Lam Uyen couldn't claim ignorance, while making it seem like Co Tham was being forthcoming rather than strategic.
"I appreciate that," Lam Uyen said.
"We'll be in touch." Co Tham nodded and walked away in the unhurried way of someone who had left the conversation exactly where he intended it.
Lam Uyen stood at the gate and watched him go for fifteen seconds.
Then he looked at the folder in his hands.
Then he went back inside.
---
Mien came out of the sleeping quarters when he closed the door.
She looked at the folder. She looked at him.
He set the folder on the desk and sat down. She sat in the wheeled chair.
He told her what Co Tham had said.
She listened without interrupting. When he finished, she was quiet.
"Regular access," she said.
"Monthly at minimum."
"With scanners."
"Standard equipment. Threshold around twenty-five percent."
She looked at the ambient display: twenty-six point eight. "We're above it."
"Yes. By one point eight."
"Which means we need to be below twenty-five before the first scheduled visit, and stay below it for every subsequent visit."
"Yes." He looked at the projection. "But 'just below twenty-five' isn't a comfortable margin. Standard equipment at twenty-five point zero would still flag an anomaly at low confidence."
She thought about that. "Twenty-two. We need to be at twenty-two to have a real margin."
"Current trajectory, twenty-two is twenty to twenty-five days."
She looked at the projection. "And the response window for the partnership proposal is seven days."
He looked at her.
"How did you—"
"You've been cross-referencing Traffic operational timelines since day three. I've been reading your notes." She looked at the projection. "Seven-day response window. If we delay past that, it reads as evasion. If we accept, they have access before we're at a safe ambient."
He looked at the folder.
"If we decline," he said, "Co Tham flags it. Declining the partnership gives him a reason to escalate beyond the partnership approach."
"So none of the options are good."
"No."
She was quiet.
"The best option," he said, "is a conditional acceptance. We agree but request a delayed start date — administrative review, building management association consultation. Buy four to six weeks."
"Will he accept that?"
"Probably. Administrative delays have a different texture than suspicious refusals."
"Four to six weeks brings us to twenty percent or below."
"Yes. And at twenty percent, even regular monthly scans with standard equipment won't produce a flag."
Mien looked at the projection.
"That works," she said.
"If the passive decline holds."
"I'll run sessions to make sure it does."
He looked at her.
She said it as a matter of practice — the same register as I'll write the patrol log entry or I'll make tea. Things she had taken on and maintained without being asked.
"Alright," he said.
---
They worked through the afternoon on the updated plan.
The delay strategy had sub-components: the specific language of the conditional acceptance, the administrative review framing, the timeline they were requesting and how to justify it. She revised two things — both changes made the language more specific in ways that would read as genuinely administrative rather than stalling.
They worked through the folder Co Tham had left. She flagged three provisions that were broader than they appeared. He flagged two that were narrower than Traffic would probably try to enforce.
By the time they finished, they had a clear picture of what the partnership actually committed them to.
"It's not as bad as it could be," she said.
"No. It's designed to seem reasonable until they're already inside."
"Yes." She looked at the terms. "But the access provisions are specific. Monthly visits, two operatives maximum, building common areas only unless invited to individual units." She paused. "We can work with that."
He looked at the terms.
"It's a lot of management," he said.
"Yes." She looked at him. "But we've been managing things for twenty-nine days."
He looked at the documents. He looked at her.
"Yes," he said. "We have."
---
After dinner, he was clearing the table when she asked: "If you had to choose between keeping me safe and keeping this place safe — which would you choose?"
He stopped.
The cup he was holding. The table half-cleared. The question in the air between them, direct and quiet, not pressuring anything, not trying to produce a particular answer — just asking.
He looked at the cup.
He thought about the question. He thought about the flame tree that had died last winter and the name of the vendor's dog and the year Mrs. Nam's husband died. He thought about what it had meant to write the long-term assessment section. He thought about we.
He looked at her.
"You're asking that as if they're two different things," he said.
She was quiet for a moment. "Aren't they?"
He thought about what he would do if the choice became binary — if it ever actually became binary.
"Not yet," he said.
She looked at him.
He looked at the table.
"Not yet," he said again, quieter. "But I know what I'd choose."
The room held that.
She looked at the window.
He went back to clearing the table.

The System updated at nine forty-seven.
[Traffic internal: Partnership Program proposal submitted for C-7. Response window: 7 days. Co Tham note: target presents as unaware of signal significance. Visitor profile: inconclusive per prior assessment, low-risk classification maintained. Recommendation: standard partnership approach, passive monitoring of visitor status pending response.]
He read it.
Target presents as unaware of signal significance. He had spent twenty-nine days being precisely aware of every variable of the signal significance.
Visitor profile: inconclusive per prior assessment, low-risk classification maintained. Dieu's assessment was still holding. He thought about: that's not what we're looking for. He thought about: take care of it.
Seven days.
He looked at Mien, asleep on the sofa.
He thought about: not yet, but I know what I'd choose.
He turned off the lamp.
---
He was still awake at midnight.
What was running was not yet but I know what I'd choose. He had been careful, over the past several weeks, not to think about things directly. The section of the ledger he left open, the things he let be what they were — it was a specific practice, and the practice had a reason: he had spent three years managing things by managing his own engagement with them.
Nothing in his operational picture was permanent. He had built the apartment complex as a temporary position. He had stayed because the position was good and there was no better one available.
He had told himself that. He had believed it. It was even, in some ways, still accurate.
But not yet but I know what I'd choose was a different sentence.
He lay in the dark.
He thought about the spare chair at the corner of the desk since day seven. He thought about the wheeled chair that had come out on day twenty-four. He thought about two handwritings in the patrol log and the map with both their marks and the jacket on the sofa arm and the second cup of tea at the right temperature.
He looked at the ceiling.
Not yet was not denial. It was honest calibration. The ambient. The partnership. Co Tham's threshold. These were real conditions. They were not the complete reason.
The complete reason was that he had spent three years being very careful about what he allowed to be permanent, and the practice of that caution was not a thing that simply stopped.
Not yet because the right conditions hadn't arrived.
Not yet, but I know what I'd choose.
He turned on his side.
He thought about what that meant he would need to do, once the conditions were right. Three to four weeks. The ambient at twenty-two. The first partnership visit come back negative. The specific pressure of the past thirty days resolved.
And then after.
He thought about all of it.
He let it be what it was.
He went to sleep.
---
Day thirty arrived with rain.
He heard it before he was fully awake. He lay still for a moment. Rain meant degraded camera feeds, manual perimeter check. It also meant the market would operate at reduced capacity, which meant Mien was less likely to encounter Co Tham today.
He got up and made tea.
The ambient was twenty-six point four — another fractional overnight decline. Eight days to the threshold, slightly ahead of projection.
Mien came out and saw the rain before she saw anything else. She looked at the ambient display.
"Twenty-six point four," she said.
"Ahead of schedule."
She nodded. Filed it. Went to make tea.
He looked at the rain.
He thought about seven days and eight days and the conditions that would be right in three to four weeks.
He made his notes.
He went to work.
After the threshold.
After.
