The Ash Winter re-filing stack had been sitting in her queue for eleven days.
She had been working through it incrementally — a section at a time, in the hours between the end of her regular shift and the point at which her concentration became unreliable. The Ash Annex was quiet at that hour. Doss fell asleep at his desk reliably by the second hour of any evening shift. The heating element in the corner made its low sound. The lamp oil lasted until the third watch if she was careful with the wick.
The stack was not, on its surface, interesting. Ash Winter had been a period of genuine administrative chaos — the combination of the respiratory outbreak and the low-cycle heating failures had produced a significantly elevated mortality rate over a six-week period, and the records from that period reflected the pressure under which they had been created. Inconsistencies, abbreviated names, missing cross-references, hồ sơ from multiple events folded into the same batch and misfiled. Standard disaster documentation.
She processed each record carefully and flagged inconsistencies in her personal ledger rather than in the official flag system, because the official flag system sent flagged records to Ilyra, and Ilyra's management of flagged records was not something she had found to be reliable.
The infant record was in the forty-third position in the second section of the stack.
She had seen it before — she had processed the original batch that included it, weeks ago, and had noted the missing intake date. Tonight, working through the re-filing, she had it in front of her again, and this time she had more context.
The record was for a male infant. No name, which was not unusual for Unmarked children in the emergency period — names were often not recorded at intake when facilities were overwhelmed. No estimated age beyond *newborn to three months*, which placed the record in the early weeks of Ash Winter. Departure date from the Lower Rings triage station: the fourteenth day of the emergency period. Destination notation: *transferred to residential care, Lower Rings, per emergency protocol.*
No intake date. No receiving household. No address.
She had the cross-reference tools available to her now that she hadn't had the first time she processed this record. She ran the emergency transfer protocol cross-index — the system that was supposed to match transfer records with receiving household registrations.
No match.
She ran it with a wider date range, accounting for the possibility that the receiving household registration had been completed before or after the standard window. No match.
She ran a search of the Lower Rings residential registrations for the Ash Winter period, filtering for households with new household members added during the emergency period through non-standard channels. The search returned forty-seven results — a reasonable number for a period when the standard documentation channels had broken down.
She went through all forty-seven.
Thirty-two were accounted for through other documentation — births, formal adoptions, emergency kinship placements with existing family members. Twelve were households that had added adult members — labor registrants who had shifted housing during the period. Three had added new infant-age members through channels that were listed as emergency protocol but had incomplete cross-references.
Of the three, two had subsequent documentation — later records that confirmed the placement and the child's identity. One did not.
The household with no subsequent documentation: Wren, M. and Wren, T., Lower Fifth district. Emergency protocol placement notation. No follow-up documentation in the standard system.
She sat with this for a long time.
The lamp made its small sound. Doss turned in his chair and settled again. The building was quiet.
She thought about what she knew and what she did not know and the importance of not conflating the two.
What she knew: An infant had been transferred from the Lower Rings triage station during Ash Winter through emergency protocol. The transfer record had no intake date. The only household cross-reference that matched the timing and the lack of subsequent documentation was the Wren household. Alden Wren had grown up in that household. There was a section of replaced flooring in the Wren house's eastern wall.
What she did not know: Whether the infant in this record was the same person as Alden. Whether the missing intake date was significant or a documentation error. What was under the replaced flooring. What Mara Wren went quiet about when Seren had asked about emergency placements.
She was careful with the boundary between these two categories. The difference between a pattern and a proof was the difference between a shape in the dark and something you could hold in your hands.
She wrote both categories in her ledger, clearly separated.
Then she took the infant record and placed it in the phong bì she kept in the bottom drawer for materials that required extended follow-up. She filed the re-filing stack according to instructions. She made sure the official record reflected exactly what she had been asked to produce.
In her personal draft, under the infant's entry, she wrote: *Wren household — only unresolved match in Lower Rings emergency protocol cross-reference for the relevant period. No intake date. No subsequent documentation. Connection unconfirmed. Do not conclude from incomplete data.*
She underlined the last sentence.
Then she put the ledger away and sat with the stack and the lamp and the quiet of the Ash Annex until Doss woke up and asked if she wanted the last of the tea, and she said yes, and they drank bad tea in companionable silence until the end of the shift.
